  and Accountability Framework
            (QAAF)

 1. Explain the legal bases of QAAF and
the objectives of QAAF;

2. Describe the three major phases of the
Quality Management Model; and

3.  Adhere to the importance of having a
framework for instituting QUALITY in the
Department

 divisions, and schools.

 “Institutionalizing Quality Management
  System in Governance”,
  amended through Executive Order No. 605,
  “Institutionalizing the Structure,
  Mechanisms and Standards to Implement
  Quality Management Program”.
Why the need for QMS in DepEd?
   Said issuances direct all government agencies to
implement & institutionalize a national quality
management system as a strategy to:
Promote transparency & accountability in governance;
Provide a framework for assessing quality system
performance;
Establish public service quality standards;
Recognize quality excellence among the government
organizations.

There is a need to be familiar with the
 areas for Quality Assurance by Level
What is a quality assurance and
accountability framework?
It is a roadmap or guide for building a
 culture of quality in the Department
It is based on a quality management
 model.
It has its objectives.
It adheres to a set of premises and
 salient features.
The national QAAF as a roadmap for building a
culture of quality is conceptually derived from
Quality Management (QM) as a management
approach. It is considered as a “method for
ensuring that all activities necessary to design,
develop and implement a product or service are
effective and efficient with respect to the system
and its performance” (2008). Quality as suggested
must be embedded in three major phases of
development:

Objectives of the QAAF
As a tool and roadmap for quality assurance,
the QAAF has the following objectives:

1. Highlight the strategic importance of schools in
providing quality education to learners.

2. Strengthen support of the divisions and regions
to schools and community learning centers
Objectives of the QAAF

  3. Define the system boundaries between
  the DepEd units.

  4. Facilitate the documentation and
  propagation of best and effective practices.

 5. Ensure education standards and
 management systems at all levels are in
 place
 6. Instill a continuous improvement in
 the education system.
 7. Facilitate decision-making and
 problem solving.

Identify a specific task or process in your
 workplace and how quality assured its operation.
 State some standards or guidelines you have
 observed to assure quality.

Understanding QAAF

  • 2. Objectives of the Session: 1. Explain the legal bases of QAAF and the objectives of QAAF; 2. Describe the three major phases of the Quality Management Model; and 3. Adhere to the importance of having a framework for instituting QUALITY in the Department
  • 3. Activity Instruction: List down practices that the Department (region, division, school) is observing to ensure continuing quality performance.
  • 4. Analysis Which of these practices are related to planning? How do you ensure quality in planning?  Which of these practices are related to implementation? How do you ensure quality in implementation?  Which of these practices are related to evaluation of results ? How do you ensure quality in evaluating results?
  • 5. QUALITY MANAGEMENT now has wings! For it to fly, it needs wind beneath its wings—the will to implement it at the region, divisions, and schools.
  • 6. Why the need for QMS in DepEd? Legal Bases 1. Administrative Order No. 161 “Institutionalizing Quality Management System in Governance”, amended through Executive Order No. 605, “Institutionalizing the Structure, Mechanisms and Standards to Implement Quality Management Program”.
  • 7. Why the need for QMS in DepEd? Said issuances direct all government agencies to implement & institutionalize a national quality management system as a strategy to: Promote transparency & accountability in governance; Provide a framework for assessing quality system performance; Establish public service quality standards; Recognize quality excellence among the government organizations.

Why the need for QMS in DepEd? Legal Bases Basic Education Reform Agenda (BESRA) (DepEd Order No. 83, s 2006) KRT 3 - Desired Learning Outcomes Enhanced by National Strategies and Quality Assurance DepEd Order No 118, s 2010- Adoption of the New BESRA Implementation Arrangement KRT 4: Quality Assurance and Accountability and Monitoring and Evaluation

  • 10. What are the preparations that need to be done to install QMS? There is a need to understand Quality Assurance and Accountability Framework There is a need to understand Quality Management System There is a need to be familiar with the areas for Quality Assurance by Level
  • 11. What is a quality assurance and accountability framework? It is a roadmap or guide for building a culture of quality in the Department It is based on a quality management model. It has its objectives. It adheres to a set of premises and salient features.
  • 12. The national QAAF as a roadmap for building a culture of quality is conceptually derived from Quality Management (QM) as a management approach. It is considered as a “method for ensuring that all activities necessary to design, develop and implement a product or service are effective and efficient with respect to the system and its performance” (2008). Quality as suggested must be embedded in three major phases of development:

  • 14. Objectives of the QAAF As a tool and roadmap for quality assurance, the QAAF has the following objectives: 1. Highlight the strategic importance of schools in providing quality education to learners. 2. Strengthen support of the divisions and regions to schools and community learning centers
  • 15. Objectives of the QAAF 3. Define the system boundaries between the DepEd units. 4. Facilitate the documentation and propagation of best and effective practices.
  • 16. Objectives of the QAAF 5. Ensure education standards and management systems at all levels are in place 6. Instill a continuous improvement in the education system. 7. Facilitate decision-making and problem solving.
