Consultants- Negotiators
- Even though ship owners and managers are aware of the risk of
high jacking of vessels staff is not trained and experienced in
hostage negotiations
- in case of a high jacking professional consultants are engaged to
help owners to manage the situation and to negotiate settlements.
- these professional consultant companies are in the owners office
within hours after they have been contacted.
- the company and the negotiator are acting in the best interests of
the crew
2. Why to Negotiate
- the demands of the pirates are to high to be paid by the
company without negotiations
- to agree a settlement amount easily will encourage
the pirates to disregard the agreement but to demand
higher amounts, which can not be arranged by owners
- insurances cover not the full amounts and will not
advance
- demands possible later high jacking will be to high and
situations will last much longer.
3. Difficulties to Overcome
Once a settlement has been reached other difficulties must be
overcome:
- the ransom must be paid in cash
- how to deliver the cash
(air drop, boat transfer)
- how to transfer the cash to the delivery point
African banks are not holding stockpiles of USD, transport from
owners country to African port
- how to ensure the money will be delivered
Danger of hold-ups during the transfer
All steps of the delivery contain possible dangers and delays of
the settlement
4. Proof of Life
- before any ransom will be delivered the company wants to
have proof of life of the crew.
- Proof of life questions will be asked, that can only be answered
by the crew member
- a p.o.l. question could be:
> what does the painting in your living room show?
> where did you meet your wife?
what is the favoured toy of your eldest son
And many more possibilities, which are very individual and only
answerable by the crew member.
5. Release
- Marlow Navigation experienced so far two high jacking
- after the release of the vessel and departure of the crew
vessels entered a save port in Oman
- the crew was met by owners and Marlow’s representative
- all crew was accommodated in a hotel
- an extensive de-briefing by the company and several
authorities was conducted in a very relaxed atmosphere. The
actions during the hostage situation and the timing was
explained in detail.
- crew was provided with chance for shopping personal effect
before travelling home
- the Filipino crew was welcomed by the ambassador of the
Philippines
6. Others
Master was giving vital information in a language not
known to the pirates (Polish) during the regular
telephone calls.
i.e. Bunkers, provision, freshwater rob, general situation,
no crew injured or hurt etc.
- crew was hiding mobile phones
- air-condition condensate was collected in fresh water tanks
