What needs to be done?ORTHOIMAGERYEstimated cost:  $1,167,000 /year Develop and fund a recurring orthoimagery program to ensure state’s imagery is current Most recent statewide imagery dates from 2006 3 year cycle – i.e., ~33% of the state is flown each year Improve image resolution from 1 meter to 1 foot Counties and timber industry articulated a strong need for improved resolution

What needs to be done?PARCELS Finish the state Approximately 50% of parcels have been automated 14 of 75 (19%) counties are complete  16 of 75 (21%) counties have not started Recommended approach Provide funding support to counties To start work To complete work that has started To standardize existing parcels Work closely with ACD ACD mandate for mapping to facilitate “fair and efficient” revaluation? Provide funding through revaluation process? Estimated cost: Conservative estimate: one-time cost of $10.7M to complete automation Proposal for state providing 70% funding for counties, spread over a 5 year period Would lead to an annual cost of $1,503,000 for 5 years

Current boundaries are not always accurate Annexation is occurring regularly Benefits: Accuracy required to determine tax jurisdiction Removal of duplicated effort to map annexations Cities, counties and utilities all map an annexations
What needs to be done?POLITICAL/ADMINISTRATIVE BOUNDARIES Need for a definitive data source for municipal boundaries Legislative clarifications of workflows for annexations Current boundaries are not always accurate Boundaries should be built from parcel data, whenever possible Formalize AGIO responsibility/partnerships for other boundaries Legislative & JP districts, School districts, Levee districts, etc. Full-time political and administrative boundary data custodian within the AGIO Annual funding of $50,000 - $75,000 School District Example from Craighead County

Accurate roads data required for many purposes Road additions/changes occur regularly Commercial mapping companies are not focused on rural areas Benefits: Improved public safety and emergency response (E911) Improved GPS navigation and commercial web routing for the general public and state employees Improved flow of goods and services (e.g. parcel delivery)
What needs to be done?STREET CENTERLINE & ADDRESSES Build on the Arkansas Centerline File: ACF Statewide map is now 100% complete Emphasis needs to shift to keeping it current Some parts are now 3 years old Initiate action on improvements in both: Content: improved address information Accuracy: quality of overlay with the orthoimagery Proposed approach: Incentives and funding to counties Active involvement from partners (e.g. Utilities, AR One Call) Involving “the crowd” and the ability to receive comments from the public Costs: Full-time street centerline data custodian within the AGIO Annual funding of $50,000 - $75,000 Provide $75,000 - $125,000 of annual grant funding to counties

Current boundaries are not always accurate Annexation is occurring regularly Benefits: Accuracy required to determine tax jurisdiction Removal of duplicated effort to map annexations Cities, counties and utilities all map an annexations

What needs to be done?POLITICAL/ADMINISTRATIVE BOUNDARIES Need for a definitive data source for municipal boundaries Legislative clarifications of workflows for annexations Current boundaries are not always accurate Boundaries should be built from parcel data, whenever possible Formalize AGIO responsibility/partnerships for other boundaries Legislative & JP districts, School districts, Levee districts, etc. Full-time political and administrative boundary data custodian within the AGIO Annual funding of $50,000 - $75,000 School District Example from Craighead County

Accurate roads data required for many purposes Road additions/changes occur regularly Commercial mapping companies are not focused on rural areas Benefits: Improved public safety and emergency response (E911) Improved GPS navigation and commercial web routing for the general public and state employees Improved flow of goods and services (e.g. parcel delivery)

What needs to be done?STREET CENTERLINE & ADDRESSES Build on the Arkansas Centerline File: ACF Statewide map is now 100% complete Emphasis needs to shift to keeping it current Some parts are now 3 years old Initiate action on improvements in both: Content: improved address information Accuracy: quality of overlay with the orthoimagery Proposed approach: Incentives and funding to counties Active involvement from partners (e.g. Utilities, AR One Call) Involving “the crowd” and the ability to receive comments from the public Costs: Full-time street centerline data custodian within the AGIO Annual funding of $50,000 - $75,000 Provide $75,000 - $125,000 of annual grant funding to counties
