PROFESSIONAL EXPERIENCE
Program Manager, Eagle Support Services Corporation, Peachtree City, GA                    2007–2011
Developed and submitted winning proposals to compete for DoD contracts; managed numerous
multi-million dollar government contracts providing staff augmentation at US Army installations.
       Achieved the highest proposal win rate (65%) among five Program Managers including two five
       year contracts with a combined value of $28M; developed fifteen winning proposals
       Recruited, interviewed, hired, and retained qualified professionals to ensure successful
       contract execution; trained employees on government Security requirements (badges, access
       control, etc.), Human Resources policies, and workforce Safety requirements
       Supervised Site Managers, subordinate supervisors, and multiple teams of contractors at Joint
       Base McGuire-Dix-Lakehurst, Fort Benning, Fort Bragg, and Fort Eustis
       Achieved a perfect safety record (accident free) throughout the two-year Ammunition Delivery
       contract at Fort Dix, New Jersey; developed/published contract support plans including Disaster
       Preparedness Plans, Security Plans, Quality Control Plans (ISO 9001:2008 compliant)
       Increased profit margins (up to 4%) on five concurrent contracts; improved contract efficiency
       and effectiveness; analyzed program costs and applied aggressive measures to control costs

Associate (Joint IED Defeat Training Program), Booz Allen Hamilton, Inc., Atlanta, GA           2007
Implemented a government contract at US Army Forces Command (FORSCOM); provided Mobile
Training Teams to instruct Soldiers on how to defeat Improvised Explosive Devices (IED); synchronized
the nation-wide scheduling of IED Defeat training for units preparing to deploy overseas.


Chief of Operations, U.S. Army Reserve Command, Fort McPherson, Georgia                     2004–2007
Managed all operational programs and directly supervised a staff of 80 military, 40 civilians and 30
contractors; responsible for the allocation of Army Reserve resources including personnel, logistics and
funding with an $8.2B annual budget; responsible for the readiness of all military forces (205K soldiers
in 2,000+ units); ensured forces were trained and equipped to support operations world-wide.
       Directed the planning and execution of all strategic & operational missions; mobilized 85,000
       Army Reserve Soldiers without a single mission failure; conducted daily coordination and
       synchronization with thirty (30) subordinate commands including classified communications
       Served as the command’s top Security/Force Protection Officer responsible for physical
       security, anti-terrorism, and facility Vulnerability Assessments; conducted quarterly briefings
       for unit commanders on Security/Force Protection requirements, challenges, and threat trends
       Directed all Crisis Action Planning; re-wrote/improved the command’s Continuity of Operations
       Plan (COOP); developed and presented COOP training to the entire headquarters staff (1,000);
       exercised the plan annually; demonstrated the ability to rapidly relocate the headquarters and
       resume mission essential operations within 4 hours; reduced response time by 50%
       Developed and implemented the Army Reserve annual Hurricane Season Disaster Preparedness
       Plan in coordination with the National Guard, FORSCOM, HQDA, Joint Forces Command, and
       FEMA; pre-positioned personnel and equipment to enhance disaster response capabilities
       Conducted semi-annual Senior Leader Conferences attended by over one hundred (100) Army
       Reserve Generals; briefed leaders on current operations, trends and upcoming challenges
PROFESSIONAL EXPERIENCE (cont’d)
Installation Commander, Fort Dix, New Jersey                                                 2001–2004
Commanded 32,000 acre Army installation with daily population of 20,000 and facilities worth $2.6B;
directed 2,400 installation staff personnel (1200 military, 800 civilians 400 contractors); allocated all
resources including personnel, logistics and funding with a $200M annual budget; equivalent to the
responsibilities of a city manager including emergency management, infrastructure development,
personnel management, strategic communications, public relations, security, & public works. Provided
facilities to support training & mobilization; validated military units for deployment world-wide.
        Within hours of 9/11, Fort Dix acted as an intermediate staging base and supported over 1,500
        FEMA personnel (Urban Search & Rescue and Firefighting Teams) deploying to Ground Zero
        After 9/11, developed and implemented Force Protection infrastructure initiatives including
        perimeter fencing, access control gates, and a joint truck check gate with McGuire AFB
        Successfully coordinated with mayors and local government officials to establish access control
        for public roads and installation facilities in the aftermath of 9/11; proactively sought input
        from community stakeholders and tenant agencies to ensure all concerns were addressed
        Won the Army Chief of Staff’s Deployment Excellence Award two years in a row and mobilized
        more soldiers (50,000+) to support overseas contingencies than any other Army installation
        Cultivated relationships with leaders at the state and national level; achieved Congressional
        funding for infrastructure projects ($12-15M annually) including training facilities and housing
        Developed and championed strategic plans to transform three military installations (Fort Dix,
        McGuire Air Force Base, and Lakehurst Naval Air Station) into one joint installation; BRAC
        initiative #146, signed into law by the President established Joint Base McGuire-Dix-Lakehurst
        Won three (3) Army Community of Excellence awards for exemplary installation management


Deputy Garrison Commander, Fort Hood, Texas                                                   2000–2001
Provided a full range of installation services to a 195K population at a large Army installation (330
square miles); ensured forces could rapidly deploy world-wide to support contingency operations.
        Supervised the successful rewrite of installation-wide deployment plans and procedures
        Managed construction projects and infrastructure initiatives (over $200M) including a new
        Deployment Railhead, Soldier Readiness Processing Center, and Soldier Education Center


Deputy Army Reserve Advisor, US Army Forces Command, Fort McPherson, Georgia                  1998-2000
Advised the FORSCOM Commanding General and staff on all Army Reserve matters including readiness
and the support of operational deployments world-wide; supported a team of seventeen (17) Army
Reserve Officers (Lieutenant Colonels and Majors) serving as liaison officers spread across the entire
FORSCOM Headquarters staff providing functional area guidance and expertise.


Chief of Program Integration, US Army Reserve Command, Fort McPherson, Georgia                1996-1998
Responsible for the integration and synchronization of all of Army Reserve force structure changes
(over 2,000 units with 205K personnel). Supervised the Program Integration Team and successfully
developed, briefed, and won approval of the annual Force Structure Command Plan from the Army
Reserve Chief, Forces Command CG, and the Department of the Army Director of Force Programs.
