- Solid State Lighting (i.e. LED and organic LED based lighting) is one of the quickest and most cost-effective ways to reduce energy use and meet Europe's low carbon emission targets. Actions related to SSL have therefore been taken up in the DIGITAL AGENDA FOR EUROPE (DAE) adopted in August 2010 by the European Commission under the overall EU 2020 Strategy. One of the key DAE targets for 2020 is to reduce overall energy use for lighting in Europe by at least 20%. One of the Digital Agenda for Europe (DAE) objectives that Europe will pursue in the next 2-3 years is developing a lead market for Solid State Lighting Technologies, with the overall target for 2020 to reduce energy use on lighting by at least 20% . DAE includes the Green Paper on SSL as a specific action: The Commission will publish in 2011 a Green Paper on Solid State Lighting (SSL) to explore the barriers and to put forward policy suggestions; it will in parallel support demonstration projects using the EU Competitiveness and Innovation Programme (CIP).
- The Green Paper will - identify existing barriers and challenges related to SSL deployment in Europe discuss the advantages of its wide deployment Present possible actions and policy initiatives at European level to accelerate SSL deployment And open a public debate and seek feedback from relevant stakeholders on both the demand side (consumers/users including cities) and supply side (industry), on the key issues and approach, in particular: what needs to be done to stimulate the creation of SSL lead markets for cities
- SSL lead market for cities: the Green Paper foresees to invite cities , SSL industry and other relevant actors to set up a dedicated Task Force with a short-term mandate to propose a roadmap and an implementation plan for the creation of an SSL lead market in European cities cities with experience in LED lighting projects should ideally be represented in the Task Force comprising otherwise representatives from the lighting industry, cities, financing organisations, public authorities and other stakeholders The Green Paper also makes reference to 3 European LED pilot projects (total funding about 7 million EURO), which involve a number of large European cities as follows: “ ILLUMINATE”: LEDs in 2 urban areas (Genoa (IT), Belfast (UK)) and in 5 exposition & museum buildings in 5 European cities (Copenhagen (DK), Genoa (IT), Heraklion (EL), Klaipeda (LT), Rotterdam (NL)) “ INROADS”: LEDs for street lighting in 6 European cities: Lyngby-Taarbaek (DK), Zagreb (HR), Dob říš (CZ), Łódź (PL), Eindhoven (NL), Tilburg (NL) “ LED4ART”: LEDs in the Sistine Chapel (Vatican)
