As comunidades portuguesas na Diáspora não têm um grande
historial em trabalhar conjuntamente, no sentido da prossecução
de um objectivo comum. Na América do Norte, onde
praticamente não existe qualquer apoio do Governo Português,
as suas comunidades não dispõem de infra-estruturas essenciais

13. Rio de Janeiro’s Samba
“Samba is an amazing life style.”
Nelson Sargento, sambista of the old generation.
The most recent recognition of Brazilian cultural
heritage lies in the foot of the sambista (samba dancer),
in the hand of the pandeirista (pandeiro player, a
percussion instrument), in the sound of the cavaco (small
string instrument), on top of the hills, in the Marquês
de Sapucaí. The National Institute for Historical and
Artistic Heritage (IPHAN) officially registered the
musical veins of Rio de Janeiro’s samba—samba
de terreiro, partido-alto and samba-enredo—in the
Registrar of Forms of Expression, on October 9, 2007.
The Cartola Cultural Centre applied for the registration
with support from the Association of Schools of Rio de
Janeiro’s Samba and the Independent League of Samba
Schools (LIESA). Nilcemar Nogueira, president of the
Centre and granddaughter of composer Agenor Ferreira
(aka Cartola), made the request because she feared the
weakening of the roots of Rio’s samba. “My grandfather
was one of the pioneers who made this form of samba
popular, at the end of the 20’s. I want to protect his
cultural legacy,” she says.
The research that led to the registration, done by the
Cartola Cultural Centre with guidance from IPHAN,
brings together a number of historical references:
monographs, theses, books, videos, reports, discography
from these times, and the testimony of sambistas of the
old generation, such as Monarco, Xangô da Mangueira,
and Nelson Sargento. Since the meetings in the home
of Tia Ciata at the beginning of the 20’s, the research
identifies the samba in the blocks, hills, streets and
farms. The study mapped the six oldest samba schools
in Rio: Mangueira, Portela, Salgueiro, Vila Isabel,
Empire Serrano and Estácio de Sá.

was a decreasing number of places available to practice
the more traditional forms of samba—partido-alto and
samba de terreiro. The number of soloists of instruments
such as the pandeiro and the cuíca also decreased, and so
did the number of partideiros, the improv artists.
For that reason, the IPHAN recommends the creation of a
protection plan to encourage, support and promote actions
to bring back the valour of the original forms of samba in
Rio de Janeiro. This plan requires the articulation of the
communities of sambistas, including the old generation,
principal holders of tradition and knowledge.
Among the preliminary actions, suggested from demands
of the sambistas themselves, are the encouragement of
historical research and the production of biographies.
At the same time, promoting meetings with teachers,
partideiros and versadores (poets) in the original
communities of sambistas, with the presence of younger
people, is also suggested. The audio and video recording
of these meetings would help disseminate them and
revitalize them.
Rio de Janeiro’s samba contributed to the social integration
of the poorest. It has become a means of expression of
personal and social concerns, a key element of national
identity and a tool of cohesion, helping to topple barriers
and eliminate prejudice. Encouraging the practice of
samba is also a way to minimize social differences.
The identification and recognition of the different forms
of Brazilian samba is one of the guidelines of IPHAN,
which falls in the current management’s proposal of the
Ministry of Culture, for the construction of a cultural
map of Brazil. Among the 11 items recognized as
immaterial parts

Uma casa, o espaço da nossa vida mais íntima, torna-
se um túnel escuro com a ausência de alguns dos seus
elementos. Tropeçamos amiúde no vazio que deixam,
como se fossem pedras de sombra.
Desta vez ficámos, o Mauro e eu, entregues a este
Verão sem alma. Os outros membros da família foram
de férias aos Açores. Quando chegar a nossa vez,
pegamos nas mochilas e perdemo-nos no México.
Entretanto temos esta casa sob os nossos cuidados,
bem como os pássaros da minha mãe.
São dela apenas de modo afectivo. Livres, voam por
todo o azul do Verão. Ela deixa-lhes comida junto à
roseira da frente. Os corvos, reluzentes, e em passo
autoritário de general, afugentam os pássaros mais
pequenos. Só a gaivota, garbosa e vestida com um
branco de espuma, não os teme.
«Cozinhar» é fácil: torradas com manteiga, doce,
bananas às fatias, mel, leite achocolatado e café.
No entanto, mesmo a aparente simplicidade no
preparo de uma sandes pode resultar mal. A esse
respeito, a fórmula de Steven Wright, e que sigo
religiosamente, é imbatível: «A dureza da manteiga
é proporcional à maciez do pão». Se no decurso das
operações culinárias o arroz se tornar em lava devido
a uma falha técnica do aprendiz de cozinheiro, este
seu conselho é fundamental: «Se não tiveres êxito
logo à primeira, destrói a evidência».
Quando a paciência permite e a boca reclama por
outros paladares, tiram-se os tachos e as panelas dos
seus esconderijos. A ementa é sempre um desafio.
– Hot dogs, Mauro?
– Nope – responde.
– Podemos fazer um guisado de galinha com ervilhas
e cenouras …
Ele abana a cabeça, negativo.
– E se for uma omelete com pedacinhos de azeitona,
chouriço e cogumelos?
Ele continua de cenho franzido. Atira o boné para uma
cadeira. As ideias não sobrevoam o cérebro quando a
cabeça está tapada.
– Já sei! Macarrão com queijo! – diz de modo
vitorioso. E, sem esperar pelo meu consentimento,
vai buscar uma embalagem amarela ao armário.
