17. The Problem, Solution and End-Game
The - Currently telecommunications operators are hesitant to embark on IMS and
slow in implementing NGN infrastructure due to the lack of appealing IMS
Problem applications.
- The mission of IMS Centre of Excellence (CoE) in the 1st phase is to
develop IMS-based applications and clients that would spur the growth of
IMS.
The - Once the IMS application and client are developed, further integration to
Solution PSTN could be explored in other phases once the basic setup has been
completed.
- The CoE would be “IMS ready” for telecommunications operators to port and
implement in their network with minimal changes.
The End- - It is envisaged that by promoting application and client development for IMS
the telecommunication operators would embrace and embark to roll-out the
Game infrastructure in the near term (2nd phase).

19. The Need to Create a Malaysian IMS Ecosystem
“Developer Culture” can synonymously be phrased as a “Developer
Ecosystem”. Either way, the idea is that a “developer culture”
encompasses:-
• A shared understanding of the problem(s) being solved.
• A shared understanding of the general solutions to those problems.
• The methods those solutions are applied to the problems, the means of
solving the problems.
• And, often, a method for evolving and adapting the community to new
problems.

IMS COE assists individuals and companies who have the intention, drive and potential to excel in the
mobility application industry.
• Nurturing for Venture Creation
IMS COE focuses on nurturing mobile application developers in venture creations, i.e. from idea

32. The 10 Tips for the DEVELOPERS – “How-To”
1. Survey the market and the apps that have been launch by the telcos in
Malaysia. Do not duplicate things which have been launched unless
yours is being proven to be better.
2. Ensure you have good technical support to convince the telcos. A good
product need to have proper customer service support and clear
product roadmap. Its not something which is "one-off" sort of app. You
cannot simply "run" away after selling the product to the telcos.
3. Have a good system that can consolidate your data (traffic) against the
telcos. There might be variances that you might challenge with the
telcos. And normally the telcos have the right to use their traffic data to
make payment to you.
4. Ensure your apps have the right capability to charge the customers.
5. Get a reliability system to host your application. Cannot afford any
downtime.

33. The 10 Tips – “How-To”
6. A telco can commercialize with a techno-preneur but if possible
(advisable), work with an established company (CPs) that have
establish relationship with the telcos as your business partner. Its
easier to convince this way rather than an unknown company.
7. Be flexible in your business model. You might lose in the short term but
gain in long term. There are times when the telcos didn't realize that a
revenue share model can be very risky to them and finally they have to
pay A LOT to the CPs. How they wish they just buy the solution....
8. Get to know the people in the telcos to ensure you have the buy-in.
Some sales life-cycle can be 1 month but some can be 6-12 months
period. Don't expect fast wins.
9. Don't raise your hope so much if there is a verbal agreement from the
telcos. Things are so "volatile"... Decisions can change very fast. Get
an official award letter.
10. Ensure that your products have the trust from the customers. Don't

34. “Develop Trial” Before Commercialize
• Develop customer understanding on selected application areas, and
gather end-users’ views on IP Multimedia applications.
• Collect information about customer behavior in the trial environment.
• Seek the best current practice/preparation for the possible
commercial IMS launch.
• Identify technical issues that need to be solved before commercial
IMS.
• Evaluate, implement and test technical solutions for provisioning of
IMS-based services.
• Evaluate and test potential charging models.

• Telecommunication operator would benefit from innovative
applications developed on the CoE by local developers that
would generate new revenue stream.
• Application developers on the other hand would have a
platform to test their innovative applications based on IMS
standards on the CoE.
• The “IMS ready” application would provide a wider
platform for the application provider to market their
application.
• The direct advantages of this synergy can be experience
by end users by having wider and richer applications that
can enhance their life.

37. Author’s Profile
Dr. Mazlan Abbas received his Ph.D. degree from the Universiti Teknologi Malaysia in
1993.
He joined Universiti Teknologi Malaysia in 1984. From 1984 to 1992 he was a Lecturer
and Associate Professor at the University. Dr. Mazlan left the academia and joined
Celcom (Malaysia) Berhad i.e. one of Malaysia’s mobile network operator. He had
served many in management positions including as the Vice President of R&D, Billing
Operations, Technology & Technical Management, Network Management, Integrated
Business Solutions and Mobility Solutions.
In Oct. 2006, he left Celcom and joined MIMOS as the Senior Director for Wireless
Communications Cluster and also the Lab Director for Wireless Technology &
Architecture. The Wireless Communications Cluster, which comprises of 3 Labs –
Communication Networks & Solutions, Wireless Networks & Protocols and Wireless
Technology & Architecture embarks on R&D activities ranging from the design of WiMax
Baseband Chip, design of Wireless Grid via WiMax Mesh Network Infrastructure,
development of testbed, conformance and interoperability testing of IPv6.
