FLEET ENGAGEMENT TEAM COMING TO THE PACNORWEST
NPC’s Fleet Engagement Team will visit the Pacific Northwest, 10 - 13 February, to discuss the latest
personnel policies impacting the Fleet. A major goal of this trip is to ensure command leadership teams
understand current manpower programs. Max involvement from all levels of the Chain of Command is critical
to making the Fleet Engagement a success. The FET will be at the following locations: Naval Air Station
Whidbey Island, 10 February 2014, Naval Station Everett, 11 February 2014, Naval Station Kitsap, Bangor,
12 February 2014, and Naval Station Kitsap, Bremerton, 13 February 2014. Maximum involvement in the
events is a must to ensure the success of the visit. Be prepared to ask questions and learn more about the
detailing and community management process!
FEBRUARY CMS/ID
Ensure your Sailors have a chance to get into CMS/ID and apply for orders; the earlier they log in, the more
time they have to discuss order choices to find the best career and life fit for them! The February CMS/ID
application window opens Thursday, 13 February at 1800 Central Standard Time, and will close Tuesday the
25th at 0500 CST. Command comments can also be made any time before 1 March. In addition, January
results will be released Friday, 7 February at 1630 CST. Help detailers make the right selections; be proactive
about your billets!
DETAILING AND PLACEMENT
As you may know, the process of placing the right Sailor in the right job at the right time falls under two
distinct resources at NPC: Placement and Detailing. We are asking your assistance in sharing the individual
tasks they perform and help guide both Sailors and leadership in contacting the correct resource in fulfilling
their manning needs.
DETAILERS ARE THE SAILORS' ADVOCATE, AND CAN:

Negotiate assignments
Process personnel action requests
Make CMS/ID selections
Schedule en-route training, when required by the requisition and issue orders
PLACEMENT IS THE COMMANDS ADVOCATE AND THE MANNING CONTROL
AUTHORITIES AGENT, AND CAN:

Take action on TYCOM and MCA requests to attain desired personnel readiness levels
Place requisitions on CMS/ID for Sailor applications and detailer actions in accordance with MCAs' priorities
Review and approve orders that do not meet order edits
Add or delete NEC’s from your EDVR
Bottom line: Knowing who is the right person to call is of the utmost importance; the old saying still holds
true, your Sailors talk to the Detailers, the XO should be talking to Placement! Head Placement coordinator
