If he does, Germany will stand at Austria´s side.” The Kaiser to the Austrian ambassador after the Assassination of Franz Ferdinand.  SOURCE B: “ On the 30th of July, 1914 the Kaiser warned the Tsar of Russia to stop mobilising.” From a history book.  Essential Modern World History  by Waugh. Source A: Comment by Kaiser to the Austrian Ambassador. His belief based on knowledge of internal conflicts and economic problems in Russia.(Knowledge) Source B: It is a fact. Russia supported Serbia and mobilised troops. (Source) Source C: A cartoon. Published July 29th, also after source A, and same time as source B. Same idea as in source B. Conclusion : While source A expresses the Kaiser’s opinion, the other two show facts. Due to time chronology, the event in sources B and C do not show Source A is lying, but simply that the Kaiser was mistaken.

It required massive state involvement in the economy and the setting up of government controlled agencies. Roosevelt was given the authority to do this when Congress granted him “emergency powers”.
