1. The Secretariat of the Catalan National Assembly, after the mobilization of
November 9th, and in light of the forthcoming plebiscitary elections that give final
definitive support for the Constitution of a new Independent Catalan State, wants
to make the following public declaration:

BACKGROUND
1. Roadmap of the Catalan National Assembly
Almost 8 months after the approval of the «Plan of Action» of the General Assembly at
Tarragona (05/04/2014), the milestones included in the «Via A» of the Plan of Action have
already been achieved.
The «C» scenario implicates the holding of plebiscite elections if it was not possible to hold a
referendum with full democratic guarantees. This is the point we are facing right now.
2. 9N Evaluation
The 9th of November journey has represented a point of no return in the National Independence
process. This new mobilization included a day of voting that surpassed the numbers of any
other previous mobilization, and the presentation of signatures of the civil population
denouncing the Spanish State Government in front of principal International Institutions.
The uncompromising attitude of the Spanish government and the political use of the judiciary
more typical of past regimes, contributed to the massive mobilization of the Catalan people on
9N who stood up to the reactionary attempts driven by Spanish elites.
The way that the 9th of November mobilization was carried out makes it necessary to confirm
the result of the vote. As it has not been possible to confirm the result with a referendum or a
legal consultation, it will be necessary to do it with a plebiscite election that will offer an
unequivocal result. And so, it is necessary to find the common points and do our best to avoid
the partisan fights that could lead to discouragement of an important part of the electorate, or
even worse, the possibility of international institutions and other states, whose acceptance and
recognition is necessary for the new Catalan State, not having a clear idea of the result of the
plebiscite elections.
November 9th, as for how it was prepared and developed, has offered us an important lesson:
an important part of the Catalan civil population has been conscious that, in voting, they were
disconnecting from the Spanish State, and that they were starting to build up a new legality, the
Catalan legality. At the same time, the 9N has demonstrated that the Catalan civil society has
taken, again and definitively, the role of protagonist of the process.
3. The role of the ANC.
After the elections, which need to be carried out as soon as possible, we must create sovereign
spaces that will let us improve and move forward in the construction of the new State and the
social and political structures that are the main necessary tools to build a new and better state,
one that is worth living in, where it is possible to fight against corruption, insecurity, and poverty.
2. Urgency of the Decision
1. After the 9N vote, the way to obtain a new clear and definitive democratic mandate, that
endorses that the majority of Catalan Society wants the Constitution of the New Catalan State,
is through autonomous plebiscite elections. These elections must be the definitive proof of the
majority support of Catalan society for a Constitution of a Catalan State, and the result has to be
clear, and internationally seen as a clear result that is sufficient to start conversations for the
international recognition of the Catalan State.
2. These elections must allow for the formation of a Parliament and a Government that
guarantee the functioning of a public administration, in accordance with the democratic criteria
of regeneration and social justice, in order to create the structures of the new state while
generating sovereign spaces that are necessary to demonstrate the benefits of independence.
3. The date for these plebiscite elections must be public as soon as possible, with the objective
of constituting the New Parliament during the Spring of 2015. The ANC Proposal is to
hold elections next February 2015, but only if all of the political and social forces are supporting
this process and start working together immediately.
4. We consider that the proposal created for the President of the Government of Catalonia, last
November 25th, represents an important step in the process for a Constitution of the new
Catalan State. This proposal is a good starting point in order to create a large political and
social unit, for a transversal candidacy, that must have as the principal goal the achievement of
National Independence within the shortest possible time.
The ANC has accepted the challenge and agrees to be involved in setting up a possible
candidacy with these features, which responds to the proposals in our Roadmap and will
represent and include any and all social and political sensitivities of sovereignty.
5. This candidate platform will only be possible if created from the political and social unit that
has been built during the process, and it must be strengthened now more than ever. This
strengthening must be the result of a collective effort to pursue the search for common ground
and begin to define the “what” and “how” to decide, then the “when” and ultimately only the
“who.”
6. In the same way that we have worked uniformly to overcome difficulties arising in the moment
when holding the 9N was in danger, we need to keep working as a unit to advance this process
and to build the necessary agreements to ensure the holding of elections as a means to achieve
the above objectives.
7. During this phase of the independence process it is essential to continue to expand and
consolidate social cohesion. The Assembly will strengthen the tools, resources and structure to
achieve these two objectives and to expand necessary partnerships.
Our strategies will be: political action, education about the benefits of independence,
creating permanent and progressive areas of sovereignty, and mobilization.
