Social Welfare Department & NGOs. 2) Social Security (cash assistant and material aid) is provided by the government or NGOs? Government 3) In p.28, you can see that there were 5 types of social security, do you know which type is the most important? And who are the target recipients of this type of social security? CSSA. Its recipients are people and families with financial difficulties.
