A future Europe for all ages cannot be safeguarded if
constructive efforts are not made commensurate with the size
of the challenge.
An Europe to actively age will not be made at once, nor
according to a single master plan of construction. It will be built
by concrete achievements, which create de facto conditions for
everyone to actively age, which is a mutual interest and the
desire for common action.
