a question with a ‘why’ also gets the other person into
defense-mode.

BUT
Human brain only hears what comes after the ‘but’ and not
what comes before it. Place the weakness before the ‘but’
and point out the strengths after the ‘but’.
For example:
I know the cost to run this project has gone beyond the
budget allocated to it (weakness), but you will notice that it
will significantly reduce the maintenance costs that we are
incurring now (strength)
