What strategy, with several concrete steps, could be used to imple-ment each of those actions?The original report informed the debate in Congress and within two presidential administrations, and, together with other reviews of America’s competitive position and innovation environment, led to the passage with strong bipartisan support of the America COMPETES Act of 2007 that has formed the basis for debating and structuring federal policy and budgets, and prompted a great deal of activity at local, state, and regional levels as well.
