Hawkins HouseHawkins House • Unlike supportive housing projects in for-profit situations, this project is unique in that: ▫ our agreement with the Province is under the Rent Supplement Program which provides housing to only those whose total income is below the threshold of $24,500 ▫ Rent is calculated at 30% of income and the tenant pays a service fee to cover meals, laundry & housekeeping (average cost for tenants is $900. per month)

- 9. • York Manor is a licensed home care service provider for the Province • All Staff are York Care Centre employees and must possess a Homecare Support Worker Certificate and be CPR certified • On site staff (8:00 am to 10:00 pm daily) • York Care Centre staff respond to emergency calls after 10:00 pm until 8:00 am
- 10. • Located at 116 Sunset Drive - attached to 120 Sunset and linked to York Manor Nursing Home by a pedway.

- Introduction Thank you Tim and thanks to the Association for inviting me to be part of this panel of housing and service providers. Welcome everyone – Over the next 10 minutes I will provide you with an overview of who York Developments is, the services we provide and our plans for the future. York Developments is one of the three companies under York Care Centre – the other 2 being York Manor, York County Properties. York Care Centre is also directly affiliated with the Atlantic Institute on Aging Care (Research & Education) & York Foundation (raise funds to support York Care Centre) The 2 services in grey are two areas we plan to develop
- Established in 1980 - We have 32 years of experience with senior housing York Developments is just 1 branch of a complex organization that is on a continuous journey for excellence in aging care. And our role in this journey is to maintain quality service and facilities tailored to the needs of the seniors who qualify for our services
- Those who took part in the tour this afternoon would have seen these 3 buildings on Sunset Drive total of 72 apartments - - 39 two bedroom and 33 one bedroom For these projects we maintain our own waiting list (currently 42) One of the challenges we have with 2 buildings is accessibility – there are no elevators in either building and in one building we have laundry service on the bottom floor. Too much for a senior to travel 28 steps to do their laundry. Another challenge is the ages of the buildings
- Along with the challenges of the physical building we found ourselves dealing with tenants that were becoming frailer, they could no longer get out by themselves and if they had no family would become isolated – when that happened they would develop nutrition, personal hygiene and housekeeping issues. They were no longer safe to live in our buildings. These facts prompted York Developments to complete a survey of our tenant population and we discovered 51% used homecare services, meals on wheels or assistance from family 47% some sort of mobility problems – (walker, cane, bad knees) these are the ones who could not get out very easily 64% lived with us for 15+ years – they liked the community and wished to stay in the area With this information York Developments believed they were not fulfilling our goal to provide facilities tailored to our seniors and the idea of supportive housing was raised by Board members at that time and with the persistence of the Board it became a reality
- In 2005 plans were put in place to add supportive housing to our housing stock The synergies between York Manor and York Developments made it possible for us to move forward with the idea of providing supportive housing. York Developments provides the housing and York Manor provides the services. In July 2007 officially opened Hawkins House – all 19 units were filled within 4 months.
- We are unique in that: We only provide supportive housing to those whose total income is below threshold $24,500 most are well below threshold – average of $17,000 per year 100% of the cost of services provided (except for personal care) is paid by the tenant and because of our affiliation with York Care Centre it is affordable.
- Service fees include 2 meals per day (lunch and supper provided in a central dining area - this is one of the ways we provide social stimulation for the seniors ) – laundry (each persons done separate) – housekeeping – 24 hour emergency response In 2011 received 15 calls after 10:00 pm - 8 non emergency - 7 called ambulance Tenants can also receive personal care through the NB Home Care Program for such things as (bathing, grooming, dressing, assistance after operation, assistance at bedtime, reminder to take medication, assistance with breakfast, companionship)
- How do we provide services? YM is a licensed home care service provider - all staff are York Care Centre employees however work strictly for Hawkins House. Staff are on site from 8:00 to 10 pm daily and provide all aspects of our tenants care – includes meals, laundry, housekeeping and personal care 40% of our tenants require personal care - The maximum personal care allotted to tenants in a supportive housing facility like ours is 2 hours per day Have started gathering information that will give us an idea the savings for the NB Home Care Program when seniors move from their home into our facility – an example of 1 tenant is: Received 28 hours of homecare at home at a cost of $448. per week – moved into Hawkins House $224./week – over 1 year the saving to NBHCP for just 1 person would be $11,600.
- Due to our growing waiting list the York Developments board decided to expand our facility and in March 2011 another 12 units were added – making a total of 31 units On left hand side of picture is our 25 unit building – we physically attached to provide service to elevator for 12 tenants on top floor – on right hand side linked to York Manor: - for food service - hairdresser services - Church services - entertainment (afternoons & evenings) - activities
- Opened for new tenants March 2011 – fully occupied by June 1. Waiting list of 17

- Bottom level are 3 barrier free units, kitchen/servery, activity kitchen, dining room that extends into common living room area, also added a staff room and office. Tenants use the activity kitchen to bake, entertain family Gather for planned card games, bingo, activities – also have a small room on the 2 nd floor for tenants to have private games, etc. Activity Co- ordinator plans for 10 hours per week of activities (Wii, games, outings) and entertainment
- This slide shows some of the benefits the tenants in our project have. The social aspect alone for this housing project is a big plus for quality of life for our seniors
- Stats on average length of time our tenants stay with us 4 original tenants – 2007 3 that have been with us since Sept. 2008 On average our tenants stay with us 18 months – 29 tenants have come and gone NH – 17; Expired – 7; SCH – 4; AL – 1 Quotes: Tenants - “This is where I need to be” “ the facility is wonderful, homey, great staff” Family - “My mom is so happy here, she has started living again” “ I know that my dad is safe now and can sleep better at night”
- In moving forward one of our agreements is expiring in 4 years and our board is already making plans to Assess the need and feasibility of increasing capacity and Develop a plan to refurbish/replace our independent living housing stock The expiry of our operating agreements will provide York Developments with an opportunity to really look outside the box and pursue our goal to provide quality service and facilities tailored to the needs of the seniors who qualify for our services. Statistics show the senior population will increase 5 fold in the next several years and York Developments plans to expand our housing stock to help support all seniors in our community
