Slides used by John Stockwell, East Cleveland Villages, at the Big Local spring event in Newcastle, organised as part of the Local Trust programme of networking and learning events for Big Local residents. The event took place on 20 May 2014. John talked about how transport is an issue for people living in the East Cleveland Villages Big Local area and how they have been working to improve access to employment and services for all residents through a community bus scheme.

Teesside is made up largely
from two local authority areas:

Redcar & Cleveland
Disposable income in all of
South Teesside is calculated at
£12605 per head.
That is £3429 less than the

7. EAST CLEVELAND VILLAGES BIG LOCAL
East Cleveland is predominantly rural
in character with settlements which
grew from the extraction of ironstone
during the 19th century. The mines
operated as drift or as shaft mines until
the last closures about 50 years ago.
The iron and steel industry based on
Teesside grew from the extraction of
Cleveland Ironstone.
After the closure of the ironstone mines
opportunities for work were predominantly
in Iron & Steel production at British Steel’s
Lackenby Works on Teesside.
Shift work was also available in the
chemical industry at ICI Wilton on Teesside.
Public transport was available to these main
sites on Teesside. Car ownership remained
low compared to other areas of the UK.

8. EAST CLEVELAND VILLAGES BIG LOCAL
One of the main employers remaining within
the East Cleveland area is Tata Steel at
Skinningrove whose rolling mills produce
special profiles not made elsewhere.
Adjacent is a Caterpillar plant which
collaborates with Tata to make track shoe
sections for off road construction
equipment.
9. EAST CLEVELAND VILLAGES BIG LOCAL
The other significant employer, Cleveland Potash,
operates the deepest mine in Europe at Boulby.
Over a million tons of potash for fertilizers and more than
half a million tons of rock salt are produced each year by
the 800+ workers.
10. EAST CLEVELAND VILLAGES BIG LOCAL
Transport
East Cleveland has one of the lowest car ownership rates in the Tees Valley.
The availability and affordability of transport influences access to:
• employment
• training opportunities (eg colleges)
• essential services (eg hospitals, medical care)
• shopping opportunities (eg local, supermarket, ‘home delivery’)
• entertainment and social events (eg cinema)
Their level of access depends on where services are located.
The range of opportunities and choices that people have in connecting with
jobs, services and friends and families depends on where they live.
The East Cleveland Villages plan identified access to services, employment
and training as main priorities.
11. EAST CLEVELAND VILLAGES BIG LOCAL
Bus services continue to reduce if they are not commercially viable,
leaving a gap funding requirement from local authority.
Buses are open to market forces and services may be cut further,
jeopardising the services if patronage is not increased.
Population sizes are low in some settlements, therefore there is a risk
that public transport services won’t be commercially viable.
12. EAST CLEVELAND VILLAGES MINIBUS
The partnership purchased a minibus from a doctors’ surgery who no longer
wished to retain it as they moved from Trust status to being a Commissioning
Group. The vehicle can accommodate wheelchairs.
This has been placed at Skinningrove Link Up to serve all of East Cleveland.
It is be managed by the Tees Valley Transport Brokerage.
13. EAST CLEVELAND VILLAGES MINIBUS
The community transport network in East Cleveland is being
supported by funding mini-bus groups to supplement local services.
It is hoped that a volunteer driver from each village will undergo
‘Midas’ training to increase the availability to the communities.
14. EAST CLEVELAND VILLAGES BIG LOCAL
Major employment centres – Redcar, Middlesbrough, port, petrochemicals
within commuting distance and potash and steelmaking in close proximity.
Sustainable travel not seen by many as
a viable alternative to the private car.
Poor accessibility from major routes into some outlying settlements.
Low car ownership across the area.
Topography is not always conducive to
cycling and walking.
No rail service (with exception of Saltburn)
Rail freight infrastructure exists between Saltburn and Boulby
15. EAST CLEVELAND VILLAGES BIG LOCAL
East Cleveland Villages partnership will work with other organisations,
housing associations, local councils, service providers and local
community groups.

OUR VISION FOR EAST CLEVELAND
Transport
East Cleveland will have an integrated transport system.
Transport timetables will allow maximum access to work,
education and training, essential services, leisure facilities
and tourist venues.
Transport will be available, affordable and sustainable.
