REFERENDUMS Nach der Eröffnung des Gotthard­Strassentunnels im Jahre 1980 hat sich der

Die ersten Diskussionen fanden 1987 in kleinem Rahmen statt, noch ohne
Authorities’ Minority Referendum Einfluss auf die nationale Politik. Ein Initiativkomitee wurde gebildet und am
9. Mai 1989 wurde die Volksinitiative lanciert. Die verlangten 100,000 Unter­
schriften wurden innerhalb eines Jahres gesammelt und die Initiative am 11.
Mai 1990 bei den Behörden in Bern eingereicht. In der Öffentlichkeit gab es
intensive Debatten für und wider die Alpeninitiative. Die Initianten wendeten
für Öffentlichkeitsarbeit und Abstimmungskampagnen von 1989 bis 1994 rund 4
Millionen Euro auf. Eine Volksinitiative ist also nlicht billig, obwohl es Beispiele
dafür gibt, dass auch mit viel weniger Geld ein Erfolg möglich ist. Regierung und
Parlament, zusammen mit der Verkehrslobby, kämpften gegen die Initiative und
waren von ihrem Sieg überzeugt. Aber es kam anders.
Am 20. Januar 1994 stimmten die Mehrheit der Stimmenden und der Kantone
der Volksinitiative zu. Deshalb wurde Folgendes in der Verfassung verankert
(Art. 84 in der zur Zeit gültigen Verfassung):
1. Der Bund schützt das Alpengebiet vor den negativen Auswirkungen des Tran­
sitverkehrs.
