Ofqual has made a commitment to the full and proper regulation of the Qualifications and Credit Framework through our regulatory systems Ofqual had to deliver RITS before the old systems were decommissioned as part of the DfE/QCDA closure plan RITS takes Ofqual forward in delivering the transformational changes, but there is a long way to go Until Ofqual makes the transition from the old ways of working to the new RITS will have to accommodate old and new processes Ofqual must publish and maintain a list of: recognised awarding organisations what descriptions of qualifications they are recognised to offer their specific regulated qualifications Where possible Ofqual should reduce the bureaucratic burden
RITS is not a qualifications development tool, it is a regulatory instrument to ease the burden of submitting information required by the regulator RITS enforces regulation where (QCF) units once banked should not be amended, we relaxed this functionality for a short period after go-live to allow AOs to correct data issues RITS is not a review tool and therefore there is no longer a dialogue (review) phase. Qualifications should only be submitted when they are complete and are suitable (in state/format) for submission onto the Register RITS/The Register demands less information, it is not a repository of information to promote qualifications
Ofqual agreed the following concessions prior to go-live that have now been fixed
AOs raised a number of issues in the live/production environment that we have now fixed Change to allow users to amend and reorder unit learning outcomes and assessment criteria fields within core RITS for a limited time period (until the end of February 2011) Qualification/structure amendment should require a new supporting document Ensure the Register ASL file exports are not truncated and include the entire search results. Miscellaneous fixes required to address learning outcome and assessment criteria anomalies Change to include the appropriate sub-levels for entry level qualifications Ensure the full set of search results are displayed on all search screen on the Register and improve the navigation of search results Allow search results to be sorted correctly by date Provide export file of Qualifications performance measures on the Register Provision of a ‘confidential’ box for uploaded documents
