Dear Readers,
e are back with the latest issue of Bulletin OHD to keep all abreast of the latest
happenings in the services. Disseminating correct and current information on events of
relevance to our far flung members is vital to sustain our bonds as the oral health family.
A quote from our Hon. PM during the 11th MAPPA, ―Whether we like it or not, civil servants
must think out of the box. I do not want a culture of automation to become the lifestyle of the
civil service. We must practice critical and constructive thinking by generating beyond the
ordinary, creative and innovative solutions‖.
As we saw during the recent Anugerah Inovasi KKM 2013 in Melaka for which the Oral
Health Division is secretariat, our dental staff do not lack brilliant ideas and innovative and
creative solutions. Some are major modifications, others minor adjustments but all add
significant value to the impact and quality of services provided to patients. Our staff have
been very active throughout the years generating award winning innovations. The challenge
now is to gather all these innovations, index them, and get them standardized and extended
to all our states, and even market some of them.
In line with the government‘s emphasis on transformation, we have to alter our primary
preoccupation with input and activities towards a focus on the benefits and outcomes of
these activities. The continuing confidence of stakeholders in our services rests on our
ability to produce results from the services we render, basically value creation and transfer
of that value to not only meet our patients‘ changing needs, but satisfy them as well.
Finally, always practise our 4 I‘s – Innovation, Inspiration, Integrity and Initiative and as our
DG puts it, servant leadership as we are here to serve the rakyat.

ow time flies. We have passed the GE 13 and we now have a new line-up of leaders at the helm of the Ministry. On
behalf of the Oral Health Program of the Ministry, I extend a warm welcome to our new Honourable Minister of Health
YB Datuk Seri Dr S. Subramaniam, our new Honourable Deputy Minister of Health YB Dato Seri Dr Hilmi Yahaya, our new Secretary
General, YBhg. Datuk Farida Mohd Ali and our new Director General of Health, YBhg. Datuk Dr Noor Hisham Abdullah. In addition,
we welcome our new Deputy Director General of Health (Medical) Datuk Dr Jeyaindran Tan Sri Dr Sinnadurai and most recently our
new Deputy Secretary General (Management) YBhg. Datuk Hasnah Haji Saleh.
The Oral Health Program has always strived as one big family, sharing common values and goals. I thank each and everyone for your
contributions in 2012, the year I took office, and I thank everyone, too, for renewed commitments early 2013.
The 35th Asia Pacific Dental Congress was successfully hosted by Malaysia from 8-12 May 2013 and the Division was a major player,
sponsoring 1,287 personnel to attend this prestigious event. The first-ever Malaysian Dental Therapists‘ Conference was also held on
5-7 April with a big turn-out of 630 delegates, including participants from Thailand and Singapore. These premier events and other
training programmes are much welcomed, in keeping with the emphasis on continuing capacity building of our human capital to keep
pace with the rapidly evolving field of dentistry.
The OHD has been working tirelessly on many fronts. After engaging the dental fraternity and other stakeholders in 2012, we hope to
table the Dental Bill in Parliament at the end of this year. Welfare and morale of staff is also a prime consideration. The proposal for
enhancement of the DSA scheme from U17 to U19 has been taken up by the ministry. The Program concurrently works for a better
career pathway for DSAs to enhance the training structure from certificate to diploma level. The program also looks for enhanced
career pathways for Dental Nurses (DN) and Technologists (DT) to make available degree courses. A group of 23 DNs and 11 DTs
were offered U41 positions as tutors at the Dental Training College, Penang, while at the same time having to successfully pursue a
degree program. The First-Year Dental Officers‘ (FYDO) programme was revised to suit present capacity and needs, the primary aim
to nurture proficiency, competence and confidence among new graduates. The gazettement guidelines and processes for professional
recognition of Dental Public Health Specialists have been approved by the DG of Health. In addition, 2012 and early 2013 heralded
the challenge of moving into training on Outcome-Based-Budgeting (OBB).
To increase width and depth of services to a more demanding educated clientele in the face of resource constraints, remains a
perennial challenge. The program cannot escape the need for infrastructure and equipment, the lack of which do not enhance service
delivery in spite of increasing dental officers. We must also look hard at human resource projections with the ever-increasing local
graduate output. Lack of DSAs now becomes a colossal problem pressing us to seek multi-pronged strategies to address this
mismatch. Rapid development of Urban and Rural Transformation Centres have stretched our resources. The program now
considers flexi hours and extended hours as well as mobile services to serve areas with high demand and high burden of oral
diseases. In these challenging times of need, collaboration and multi-sectoral partnerships is key to reducing the burden of the public
sector.
The reality of real time information and the younger generation‘s reliance on social media requires us to fathom these new media to
disseminate health messages and make visible our efforts. The OHD has embarked vigorously on this effort but the crucial need for
speed of information is still of the essence.
The above are just a few of the challenges that we face. I urge all personnel to not lose sight of our Key Performance Indicators and
oral health goals in our National Oral Health Plan 2011 -2020 for the benefit of the Rakyat. To them, we owe our existence, and we
seek to serve.

t was a great honour for Malaysia to host the biggest dental conference in the Asia Pacific region this
year. The congress was officially opened by YBhg. Dato‘ Dr Maimunah binti A. Hamid, Deputy
Director General (Research and Technical Support) representing the Director-General of Health. The
theme was ‗Synergizing Practice Excellence with Modern Technological Advances‘.
More than 6,084 local and foreign delegates (including exhibitors) were present, of which 1,287 were from
the Ministry of Health Malaysia (1006 Dental Officers, 77 Dental Nurses, 77 Dental Technologists and 127
Dental Surgery Assistants). The convention offered an impressive scientific programme of lectures by
eminent speakers from various countries, symposiums, hands-on workshops and oral as well as poster
presentations. A concurrent dental trade exhibition which attracted a record 227 global industry exhibitors
was also held.
Dr Khairiyah binti Abd. Muttalib, Principal Director of Oral Health, MOH presented a plenary paper on the
10 May 2013 titled ‗Early Childhood Caries: From Policy to Practice‘. Eight papers touching on current
issues in public oral health care and challenges in Malaysia were presented at the Dental Public Health
Symposium by Officers of the Oral Health Division (OHD), MOH as well as Professor Dr Rosnah binti
Mohd. Zain from University of Malaya.
It is hoped that the latest evidence-based and best practice knowledge gained from this international forum will be shared with
others and translated into practice. Wide participation by our officers in these events are in keeping with the emphasis on continuing
human capital development to keep pace with the rapid advances in dentistry.

Malaysian Dental Therapists’ Conference

he 1st Malaysian Dental Therapists‘ Conference was held
successfully at Berjaya Times Square, Kuala Lumpur from 5-7 April
2013.It was the first such event of its kind in Malaysia and was organized
by the Malaysian Dental Nurses‘ Association in collaboration with the
Oral Health Division, Ministry of Health. The theme was ‗Future Trends
and Challenges‘.
The conference was opened by Dr Khairiyah Abd. Muttalib, Principal
Director of Oral Health, MOH who also presented a key note address
titled ―Dental Therapists : What of The Future?‖
There was a big turn–out of 630 delegates including from Singapore and
Thailand. The Conference served as an excellent CPD platform in which
delegates had the opportunity to participate in a comprehensive agenda
presented by overseas and local speakers.
There was also a workshop on Oro-facial Motor Therapy in Special
Needs Children conducted by Dental Therapists from Hospital Sultanah
Aminah, Johor Bahru.
Various dental traders participated in the trade exhibition held
concurrently allowing the delegates to update themselves on the latest
products and materials in the market.

he Oral Health Division, Ministry of Health Malaysia (MOH) was
awarded a grant of RM57,000 by the World Health Organization (WHO) to
conduct a Training of Trainers (TOT) workshop on fluoride enamel
opacities and Dean‘s Index. The Oral Health Division was privileged to
have Professor Dr Helen Whelton, WHO Consultant and Director of The
WHO Collaborating Centre for Oral Health Services Research, National
University of Ireland to conduct the training.
The TOT was organized in Concorde Hotel, Shah Alam, Selangor and
the Sekolah Menengah Section 9, Shah Alam (for daily intra oral
examination, photography sessions and discussions ) from 24 February
to 1 March 2013. A total of 25 Dental Officers participated in the work-
shop which was officiated by Dr Khairiyah binti Abd. Muttalib, the Principal
Director of Oral Health.
The aim of the training was to identify and differentiate between fluoride
and non-fluoride enamel opacities as well as skills training in taking intra
oral pictures with satisfactory quality for record keeping. There was also
web based discussions, standardization and calibration exercises as well
as reflection & research protocol discussions.
The training was to enable the conduct of a Fluoride Enamel Opacities
National Survey involving 16 year-old school children in Malaysia this
year. The survey is part of the continual monitoring as well as evaluation
of oral health intervention programs carried out by the Oral Health
Services with the objective of obtaining information on fluoride enamel
opacities, caries status and oral health-related quality of life among
16 - year-old school children.

While the primary and secondary oral healthcare services of the Ministry
of Health continues to be strengthened, the Oral Health Division with the
state dental services and specialists at identified hospitals have been
cohesively working to establish centres providing tertiary oral healthcare.
These are:
1. Centre for Management of Oral Cancer and Jaw Tumours
(Centre for Oral Oncology)
Hospital Umum Sarawak, Kuching, Sarawak.
Hospital Tengku Ampuan Rahimah ,Kalng , Selangor.
2. Centre for Management of Maxillofacial Trauma
Hospital Sungei Buloh, Selangor
3. Centre for Management of Oral and Maxillofacial Deformities
Hospital Tuanku Jaafar, Seremban, Negeri Sembilan
Hospital Selayang, Selangor
Hospital Raja Perempuan Zainab II, Kota Bharu, Kelantan
The centre at Hospital Tuanku Jaafar conducts orthognathic surgery,
while surgeries at the latter two centres are particularly for the
correction of Cleft Lip and Palate.
4. Tertiary Referral Centre for Oral Maxillofacial Surgery
Hospital Kuala Lumpur
5. Centre for Management of Special Needs Children
Paediatric Institute in Kuala Lumpur
These centres are ably led by the Senior Consultant Dental Specialist at
the various hospitals. Patients at these centres are managed in a
multidisciplinary fashion, involving other dental specialists, such as
orthodontists, oral pathology and oral medicine specialists, periodontists,
restorative dental specialists and the special needs dental specialists.
Supporting staff also comprise important members of the team.
Over the years, suitable state-of-the-art equipment have been procured
befitting centres of such stature. In addition, advanced training to further
develop the specialists‘ competencies and expertise as well as members
of their team has been provided through funding for in-service and
special interest training, mainly at centres abroad. It is hoped that with
the establishment of such centres, Malaysians will have access to high
quality specialized oral healthcare

CIRI-CIRI PENAMBAHBAIKAN REKABENTUK BARU KLINIK PERGIGIAN
DI KLINIK KESIHATAN JENIS 3 PIAWAI (KK3 TEJA)
A TOT workshop for Data Collection for Mobile Dental Clinics was
organized by the Oral Health Health Division(OHD) from 19-21 March
2013 at Summit Hotel, Subang USJ, Selangor. The aim was to
streamline data collection methods in lieu of the expanded scope of
dental services such as community activities, National Blue Ocean
Strategy (NBOS) projects as well as to capture data of foreigners
utilising public dental services.
56 staff from all over the country attended. Through the introduction
of new formats, data involving community outreach programmes at
clinic, state and national levels are to be collected and used for
planning as well as decision making purposes.
During the workshop, measures and suggestions for implementing the
new reports were raised and recorded. Some of the participants
shared their views on best practices and experiences in gathering
data and helped to further improve the formats and guidelines.
Heartfelt appreciation from the OHD goes to Dr Nurul Syakirin Abdul
Syukor and Dr Khairol Niza Bt Ahmad MPH (Oral Health) students
from the University of Malaya for developing the return formats and
manuals.
The OHD welcomes feedback and suggestions from staff to continually

National Innovation Awards, Ministry of Health 2013

he Oral Health Division was again given the mandate to
organise The National Level Innovation Awards, Ministry Of
Health ( MOH) for 2013 which was held from the 2 – 4 of July in
Melaka. Among the objectives of the competition were to inspire
creativity and innovation among personnel in their daily tasks,
give recognition to innovations produced and to improve
services through adoption of these innovations.
The event was officiated by Y.Bhg Datuk Farida Mohd Ali, the
Secretary General of the Ministry of Health. This is the second
year where the awards were divided into four categories under
product, process, service and technology. A total of 51
innovation teams (27 product, 8 process, 8 service and 8
technology) from Divisions at MOH, Health Institutions and
states competed for the awards.The distinguished panel of
judges constituted a good mix of eminent personalities from the
public and private sector. Winners of the awards received a
certificate and an attractive cash prize of RM5,000,RM3,000 and
RM2,000 for 1st,2nd and 3rd placings respectively.
Among the 51 innovation project teams which competed,
thirteen (more than 25%) were dental innovations highlighting
the oral health services active involvement in striving to provide
innovative services to our patients. Among the thirteen dental
projects that participated were :
