What's a wicked problem?
•There is no definitive formulation of a wicked problem
(defining wicked problems is a problem).
•Wicked problems have no stopping rule.
•Solutions to wicked problems are not true-or-false, but
better or worse.
•There is no immediate and no ultimate test of a solution to
a wicked problem.
•Every solution to a wicked problem is a "one-shot
operation"; because there is no opportunity to learn by trial-
and-error, every attempt counts significantly.
•Wicked problems do not have an enumerable (or an
exhaustively describable) set of potential solutions, nor is
there a well-described set of permissible operations that
may be incorporated into the plan.
•Every wicked problem is essentially unique.
•Every wicked problem can be considered to be a symptom
of another problem.
•The existence of a discrepancy representing a wicked
problem can be explained in numerous ways. The choice of
explanation determines the nature of the problem's
resolution.
•The planner has no right to be wrong (planners are liable
for the consequences of the actions they generate).

Metropolistuminen on 2000-luvun alun suuria ilmiöitä, megatrendi. Globa-
lisaation uusi vaihe painaa ihmiset kaupunkiseuduille. Suurin osa maailman

37. li korostuu erilaisten sosiaalisen verkostojen luomiseen ja sitouttamiseen kes-
kittyneissä palveluissa (esimerkiksi maahanmuuttajajärjestöt ja kansainväliset
vapaa-aikaverkostot kuten Jolly Dragon tai Otaniemi International Network).
Metropoleilla on yhtenevät häijyimmät ongelmat. Jos metropolikehitys yhte-
näistääkin kaupunkien strategioita, on metropoleilla myös yhteiset huolet:
energian ja luonnonvarojen kulutus, väestön ikääntyminen, etnisten ryhmien integrointi ja
muut monikulttuuristumisen haasteet, liikenneruuhkat ja asumisen kalleus, elämäntapasai-
raudet ja globaalit terveysuhat sekä vaatimus osaamisen jatkuvasta kehittämisestä. Ne ovat
kaikille tuttuja, häijyimpiä ongelmia (wicked problems), kuten tutkijat niitä kansainvälisesti
kutsuvat. Niille on ominaista, että ongelmaa ei pystytä edes tarkasti määrittelemään. Näin
ollen ei ole myöskään oikeaa ratkaisua. Toteutetut ratkaisut taas voivat osaltaan muuttaa
ongelman luonnetta.
Metropolialueen kannalta häijyimmille ongelmille on luonteenomaista kolme
asiaa: universaalisuus, loputon kysyntä hyville ratkaisuille ja systeemisyys.
Ensinnäkin ongelmat ovat universaaleja. Ne kohtaavat ihmisiä Suomessa,
Kiinassa, Afrikassa, Brasiliassa ja Piilaaksossa. Ongelmien taustalla jylläävät
kaikkialla samat monimutkaiset ajurit, vaikka ongelmat saavat erilaisia muoto-
ja ja niihin etsitään paikallisia ratkaisuja. Toiseksi hyville ratkaisuille on aina
kysyntää. häijyimpiin ongelmiin tarvitaan ja etsitään ratkaisuja kaikkialla maa-
