While the private sector has already discovered the wide set of benefits of web 2.0 technologies (McKinsey, 2009), the public sector is only beginning to use these tools. Especially the use of interactive and collaborative tools in FTA for priority setting has been rather limited until today. Examples in both a public and private sector environment suggest great potential for web 2.0 foresight in public organisations and policy-making, both in terms of advancing foresight methodologies and in terms of increasing transparency. This paper develops a framework for designing a web 2.0 foresight exercise, building on the For-Learn Foresight Cycle, experiences from other disciplines such as market research with web 2.0 research, and hands-on project experience from JRC-IPTS. It applies the framework to the design and implementation of a foresight case of the European Institute of Innovation and Technology (EIT), where a web 2.0 ideation platform was used to collect ideas from research and development communities across the globe for world leading innovation that integrate education, business and research with a specific thematic focus. It is concluded that key elements in the design are clarity about process and outcome objectives, a systematic approach to tool selection, the organisation of a pilot before the launch, a clear view on sense-making from the data collected, and a certain degree of autonomy in the management of the foresight process.

To better prepare policy and decision makers in today’s complex and inter-dependent environments, FTA methods can play a significant role in enabling early warning signal detection and pro-active policy action. This paper analyses the use of different horizon scanning approaches and methods as applied in the SESTI project. A comparative analysis is provided as well as a brief evaluation of meeting the needs of policy-makers in identify areas of intervention by policy formulation. The paper suggests that the selection of the best scanning approaches and methods is subject to contextual and content issues. At the same time, there are certain issues characterising horizon scanning processes, methods and results that should be kept in mind by both practitioners and policy-makers.

Geographical dispersion, organisational and cultural differences, and numerous participants characterise international foresight exercises. In this paper, the authors develop four principles for the design and management of global foresight exercises building on the experience from designing and managing a foresight process in connection with the Intelligent Management FacturingManufacturing Systems (IMS) 2020 project. The authors reflect and discuss against the exercise the suitability of the four principles for global foresight in general. For instance, understanding interconnected innovation systems is crucial for helping participants to position the exercise and their own activities better in the global context; responsiveness towards diversity of stakeholders strengthen commitment and encourage learning and creative problem solving; embeddedness of foresight in existing international networks benefits from existing organisational structures and facilitates for timely and efficiently mobilisation of stakeholder communities; finally, ‘glocal’ impact orientation connects foresight activities to both local and international decision-making structures. Furthermore, the findings indicate that scalable design is one of the key determinants for succesfulsuccessful adaption of foresight to geographical dispersion and numerous participants.

Transformations linked to disruptive events are causing a shift in Future-oriented Technology Analysis (FTA) activities from individual large-scale foresight actions to smaller in-house exercises and capacity-building. The reasons are manifold relating to the need for an even tighter embedding of FTA in policy-making in a fast-changing, complex environment as well as to internal drivers for novel forms of future intelligence to support coordinated and coherent decisions within and across organisations. The paper identifies three ideal types; external FTA services, the institutionalisation of FTA, and FTA networks, whilst recognising that in practice these types are complementary. In empirical terms this requires further investigation, in order to understand how different combinations of activities in effect operate in their respective decision-making context. It is important to improve our understanding of how far institutionalised FTA can form part of the solution for building capacity to handle disruptions. Many sorts of combinations of elements from different organisational models are needed to enable learning, experimentation and capability development appropriate for the wider decision making context in which FTA is embedded. This paper explores the extent to which FTA can provide enhanced support to decision-making through customised organisational models and corresponding capability thus enabling them to anticipate and address disruptive change and associated challenges.

Making eu innovation policies fit for the web def

Can non-experts Crowds perform as well as experts in the assessment of policy measures? To what degree does geographical location relevant to the policy context alter the performance of non-experts in the assessment of policy measures? This research in progress seeks to answer these questions by outlining experiments designed to replicate expert policy assessments with non-expert Crowds. We use a set of ninety-eight policy measures previously evaluated by experts, as our control condition, and conduct the experiments using two discrete sets of non-expert Crowds recruited from a Virtual Labor Market (VLM). We vary the composition of our non-expert Crowds along two conditions; participants recruited from a geographical location relevant to the policy context, and participants recruited at-large. In each case we recruit a sample of 100 participants for each Crowd. Each experiment is then repeated at the VLM with completely new participants in each group to assess the reliability of our results. We will present results on the performance of all four groups of non-experts jointly and severally in comparison to the expert assessments, and discuss the ramifications of our findings for the use of non-expert Crowds and VLM’s for policy design. Our experimental design applies climate change adaptation policy measures.

The past decade has witnessed the emergence of many technologies that have the potential to fundamentally alter our economic, social, and indeed personal lives. The problems they pose are in many ways unprecedented, posing serious challenges for policymakers. Thus, firms are establishing online platforms to support users in innovating services, such as iOS and Android platforms for mobile data service (MDS) innovation. Mobile phone platforms are characterized by technology (toolkits) and policy (rules) components that could influence user’s innovation. Additionally, attributes of user innovators (lead userness) are expected to drive their innovation behavior. Yet it is unclear how these characteristics jointly impact users’ service innovation outcomes. To address this knowledge gap, we propose a model that builds on user innovation theory and the work design literature to explain the influences of lead userness, design autonomy, toolkit support, and their interactions on user’s innovation outcomes (innovation quantity) on these platforms. We conceptualize toolkit support in terms of two constructs (i.e., ease of effort and exploration), and design autonomy in terms of three constructs (i.e., decision-making autonomy, scheduling autonomy, and work- method autonomy). The model was tested using survey and archival data from two dominant mobile phone platforms (i.e., iOS and Android). As hypothesized, lead userness, exploration through toolkits, and ease of effort through toolkits positively affect users’ innovation quantity. Additionally, decision-making autonomy and work-method autonomy influence innovation quantity, but scheduling autonomy does not. Further, the proposed three-way interactions between lead userness, toolkit support, and design autonomy constructs on users’ quantity of MDS innovation are largely supported. ICT has become one of the major push factors for modern governments around the world for improving service delivery and gaining competitive advantage. In this study, we used the Diffusion of Innovation theory (DOI) and the Institutional theory to develop a conceptual framework to investigate the critical factors that affect the assimilation of ICT-led innovation in the public sector organizations of Bangladesh. Nine factors identified from the review of literature were then integrated into a TOE framework to establish a conceptual model for this study. Subsequently, 417 respondents from 175 public sector organizations took part in the survey. Then, an in-depth analysis was carried out. The findings of this research enrich the current literature and enhance practitioners’ understanding of the decision-making processes involved in the process of assimilation. It sheds new light on how ICT-led innovation becomes shaped and routinized within organizational settings and beyond their boundaries.

This paper presents a project management methodology - developed part of an engineering doctorate research at Warwick University - for managing large scale IT projects with a focus on national ID programmes. The methodology was mainly tested in the United Arab Emirates (UAE) and was followed in three GCC countries. The research demonstrated that by following a formal structured methodology, governments will have better visibility and control over such programmes. The implementation revealed that the phases and processes of the proposed methodology supported the overall management, planning, control over the project activities, promoted effective communication, improved scope and risk management, and ensured quality deliverables.
