  1. Servir son voisinage immédiat à titre de succursale communautaire et être un centre de ressources pour les résidents d’autres secteurs dotés de plus petites succursales communautaires. La bibliothèque de Nepean Centrepointe couvre le centre-ouest, Greenboro couvre le sud-est et Cumberland couvre l’est. Fournit des services à la collectivité actuellement servie par la succursale Beaverbrook.
  2. Exige un concept architectural innovateur pour intégrer les deux cadres fondamentaux des services de la bibliothèque : technologies de pointe intégrées à un environnement convivial, accessible et axé sur la clientèle, ce qui est la marque de commerce d’une bibliothèque publique. Contient des éléments d’aménagement et des aires désignées que ne possédaient pas nécessairement les succursales de la BPO
