• Once a client is assessedby the Assessment and Enablement Team
as needing a long term service they are given a Personal budget and
then transferred to the co-ordination team.
•Cost Setting Guidance Form is completed by the Assessment and
Enablement Case Manager and the Finance and Benefit Officer visits
to confirm any possible client contribution.
•They are then allocated to a Case Manager, Co-ordinator, Co-
ordination Employment Support Worker or Broker in the Co-
ordination team.
•Client chooses as part of the Support Plan what, how and by whom
the service will be delivered within the preset budget set by the
Assessment and Enablement team. This can be planned with
support from friends and family, Case Manager, Co-ordination
Employment Support Worker or a Broker.
3. Kent Adult Social Services
• Following Broker assistance the support plan is sent to the co-ordination
team for approval.
• The support plan and personal budget will be finalised, authorised and
service user informed by letter of the proposed budget / contribution and
then the appropriate services or funding can be put into place.
• Co-ordination Employment Support Worker or Case Manager completes
the Direct Payment Form (DP1) setup and associated paperwork. The
Direct Payment Agreement is signed by the Social Services representative
and the service user.
• The client’s Support Plan is reviewed annually or when required, to
determine if their needs are still being met and the plan can be revised as
necessary using the Positive Risk Policy guidelines.
• The Co-ordination team will also complete a Direct Payment Finance
Review Form (DP4) , 3 months following setup then depending on the
regularity on the Direct Payment Risk matrix assessment, either 3, 6, 12
months.

Direct Payments
A way of empowering people to manage
their own care and personal budgets.
Paid into a clients own bank account or
onto a Kent Card which operates like a
normal visa card.
The client is responsible for managing the
money and using it as agreed by Kent Adult
Social Services as per the support plan. The
accounts are audited regularly.

• Personal Assistant recruitment,
interviewing, selection and retention of
staff, ensuring advice, guidance and
paperwork is in line with employment
legislation. This can include assistance with
employment checklists, Contract of
Employment, policies, procedures etc….
