KEYNOTE ADDRESS: Insight on the New Management Agenda
“We can no longer afford to sustain the old ways when we know there are new and more efficient ways to
getting the job done,” said President Barack Obama. The theme of change has moved beyond the campaign to
become the central motif of Obama’s presidency. One of the biggest changes Obama has promised to make is a
fundamental reconfiguration of former President George W. Bush’s Management Agenda. Obama has pledged to
eliminate ideological performance goals and replace them with goals Americans care about and that are based on
congressional intent and feedback from those served by government programs. Although few would disagree with
the reasoning, it is unclear how we will reach this goal. This Keynote will offer insights into Obama’s Management
Agenda and what government managers and employees should expect moving forward.

LEADERSHIP PANEL: Understand Federal Policy and Achieve Program Results
There is one major question looming at the start of an Administration: which policies and programs should be kept
and which need to be modified or even thrown out? Each administration leaves a legacy of performance mandates
and policy outcomes for the next, but what does Obama need to do to achieve real improvement in federal policy
and program outcomes? And more importantly, who is responsible for achieving these improvements? Is it up to
senior officials and agency executives or is it up to the OMB? During this Leadership Panel, you will hear leading
federal policy experts discuss concrete ways to achieve desired policy outcomes.

SPOTLIGHT ON CONGRESS: Examine the Congressional Appropriations
Process and Its Impact on Your Agency
“No money should be drawn from the treasury, but in consequence of appropriations made by law” states the United
States Constitution. In theory, appropriations are necessary to fund programs that keep Americans safe, educated
and secure. But with a national deficit approaching $1 trillion, are tax dollars really being put to their best use?
Obama’s pledge to conduct a line by line review of the federal budget to seek programs that are not performing and
to eliminate earmarks has been loud and clear, and its promise of eliminating waste has been aimed at Congress.
There are new ideas and mandates on where and how government money will be spent and this session will explore
the impact those policies will have on your agency.

KEYNOTE ADDRESS: Examine the Role of the New Chief Performance Officer
and White House “SWAT Team”
In these troubled economic times, the importance of measuring the effectiveness of government programs has
never been more necessary. The appointment of the nation’s first Chief Performance Officer reflects the centrality of
reducing waste and inefficiency in Obama’s presidency. In this newly created role, Nancy Killefer will be responsible
for streamlining the processes of all government programs and restoring the American public’s trust during this
economic crisis. For too long, millions of taxpayer dollars have been spent on poorly performing programs because
of lack of oversight and accountability. This newly created position aims to make government more efficient,
accountable and transparent.
9:30
LEADERSHIP PANEL: Discover New Ways to Overcome Budgetary
Challenges and Fund Necessary Programs
President Barack Obama has recently said it is time to rethink outmoded ways of doing things, that it’s time to
embrace new systems and technologies and to take initiative in developing better practices. With the increased
emphasis on eliminating programs that we don’t need and that don’t work, agency leaders cannot afford to sustain
the old ways of doing things. Program directors need to step up and think of new and more efficient ways to fund
and manage the programs within their federal agency.

SPOTLIGHT ON CONGRESS: Build Your Congressional Relationships With
Clear Performance Reporting
The constant transitional leadership in the federal government is filled with instances of waste, mismanagement
and lack of change and knowledge management. For history not to repeat itself, it will take cooperation between
the new Administration and Congressional leadership, especially across party lines, to maintain and improve
government performance. While Congress and the new Administration have a number of opportunities to provide
their perspectives on specific performance issues and performance goals, opportunities also exist for Congress
to enhance its focus to enable a more systematic assessment of key programs and performance goals. Agency
executives must work to develop an effective strategy for obtaining and acting on congressional views on what to
measure, how to measure it, and how to best present this information to a congressional audience.
