3. 1 - The revolution is back in FranceMain milestones 2005: implementation of 2003 directive 2007 after the issue of a report on the "intangible economy", the Government set up an agency (APIE) to optimise the impact of the State's intangible assets and to help national administrations to detect their reusable PSI, to monetize and to promote them 2009: for the first time, the FR Government use the acronym PSI in a document (“France Numérique 2012 program”) 2010 : The Guidance Council of public publishing and information (COEPIA) is created under the initiative of the Prime Minister. It is a major place where public & private sector can share concert experiences and find a balance between pros/cons. It also give administrations the means to distribute their content (pricing strategy, authors right, anonimyzation, format, 2010: the city Rennes open its data, followed by Brest, Paris, Marseille, Montpellier, Bordeaux...

Who’sWho in PSI CADA The mission of the organisation, Access Commission to Administrative (CADA in French), since 2005, makes a recommendation when there is a conflict between a private company and a public information producer or gives advice when a public producer, who receives a re-use demand, asks for help. This commission received very few questions about re-use (only 7% in 2010). All the answers were favorable to the re-users.
