public and private institutions of higher education to
enable them to offer competitive academic year and
summer fellowships annually. Meritorious students use

About FLAS

… Since its inception as part of the Title VI, National
Defense Education Act of 1958 and presently as part of
the Title VI, Higher Education Act of 1965, as amended,
the Foreign Language and Area Studies Fellowships
Program has produced and continues to produce a
uniquely qualified cadre of modern foreign language
experts whose knowledge significantly influences the
business, government, and higher education
communities.

About FLAS

Types of fellowships & amounts
FLAS fellowships will provide a portion of institutional
tuition and fees, as well as a stipend
•  UNDERGRADUATE & GRADUATE SUMMER AWARD –
$5,000 tuition, $2,500 stipend
Applications for Academic Year fellowships are not
being accepted at this time.

Summer
•  Domestic beginning, intermediate and advanced
intensive language programs.
•  Overseas intermediate and advanced intensive
language programs.
FLAS Fellowships

Summer
•  Intensive summer language study must be the
equivalent of one academic year of modern foreign
language study.
•  Summer courses must be for a minimum duration of 6
weeks and include at least 140 contact hours of
classroom instruction for beginner and intermediate
levels, or 120 contact hours for advanced level
instruction, to be eligible, subject to approval.
•  Students of Arabic should be aware of post study
abroad requirements.

Eligibility
A student is eligible to receive a fellowship if he/she…
… is a citizen, national, or permanent resident of the
United States.
… is accepted for enrollment or is enrolled in a program
that combines modern foreign language training with
area or international studies.
… shows potential for high academic achievement
based on grade point average, class ranking, or similar
measures determined by the institution.

Eligibility
And moreover…
•  Undergraduates must be at the intermediate level of
proﬁciency or higher as determined by a language
instructor in Arabic, Hebrew, Persian or Turkish.
•  Native speakers are not eligible for this fellowship.
•  Priority is given to students who have strong
academic records in their major and their language
area of study, when applicable.

Application process
Submit a complete application packet by Friday, January
31, 2014; 5 p.m. including…
1.  Completed Application Form
2.  Ofﬁcial, up-to-date transcript. First year graduate
students should also include undergraduate
transcripts.
3.  Any relevant graduate examination scores, e.g. GRE,
GMAT, LSAT (Graduate students only).

4.  One page single-spaced Statement of Intent.
Applicants should describe how the FLAS Fellowship
will contribute to their academic preparation and
the relationship of Middle East language study to
future study and career goals.
5.  Two Letters of Recommendation from individuals
familiar with the applicant’s work, preferably
including one that speciﬁcally addresses language
proﬁciency and one that addresses work in the
student’s major area.

•  Applicants should refer to the Submitting a Strong
Application information session handout available on
the Middle East Studies Center’s website for advice on
drafting a strong statement of intent.

Regarding recommendations…
•  The applicant is responsible for alerting
recommenders of the application deadline and
ensuring timely delivery of recommendation letters.
Letters may be delivered to the Middle East Studies
Center or given to the applicant in a sealed and
signed envelope to be submitted with other
application materials.

Applicants must be enrolled full-time or accepted for full-
time enrollment at Portland State University as degree-
seeking undergraduate or graduate students. Applicants
may choose to stay enrolled for the course of a fellowship,
including delaying graduation. Applicants are not eligible for
FLAS following graduation.

Your transcript should provide an accurate and complete
account of your post-secondary studies. It is not necessary
to submit official transcripts from every institution you’ve
attended if coursework undertaken elsewhere is reflected
as transfer credit on a main transcript.

While current enrollment in the fellowship language is not
required, successful applicants will demonstrate
commitment to the subject area and to a course of study
that requires advanced foreign language and area studies
training.

The International and Foreign Language Education office of
the U.S. Department of Education reviews Overseas
Program Requests for each FLAS fellow who proposes to
study abroad. The office reviews these requests for
compliance and, if necessary, consults with U.S.
embassies.

The primary purpose of travel abroad on a FLAS fellowship
should be intensive language study.

FLAS applicants are encouraged to consider summer
program options as early as possible, however it is not
necessary to be accepted to a summer program before
submitting an application.

Can the FLAS help me cover travel costs to
and from my program country?

Depending on available funding, summer fellows may be
eligible to receive travel awards to support travel to and
from the student’s summer program site. Travel awards are
$1,000 or the actual cost of travel whichever is less. Travel
awards may cover costs of travel to either a domestic or
overseas program site. Note that international travel with
travel award funds is subject to the Fly America Act.

No. Any institutional payment monies in excess of the
actual tuition and fees will be used to fund additional
fellowship awards.

Scholarship

Criteria:
•  Current enrollment in Arabic, Persian, or Turkish
•  Minimum GPA of 3.25
•  Applicants must be US citizens and demonstrate a
serious interest in the Middle East by taking courses
related to the region, although not necessarily a
Middle East Studies degree program

Criteria:
•  Applicants must intend to study for a specialty in
Middle East Studies.
•  Enrollment and satisfactory progress in a Middle
Eastern language.
•  Available to help finance study abroad.

Scholarship
Criteria:
•  Undergraduate or graduate students majoring in
International Studies or Political Science with Middle
East focus
•  Overall GPA of 3.00

For all scholarships…
Criteria:
•  Applicants must be enrolled full-time or accepted for
full-time enrollment at Portland State University as

•  Statement of intent of 250 words maximum on how
this scholarship will help in reaching academic, career,
and/or personal goals, unofﬁcial transcripts from all
colleges and universities attended
•  A letter of recommendation from your language
instructor or area studies or academic adviser.

•  Scholarship awards are determined by the Middle
East Studies Center Faculty Advisory Committee
chaired by the Director of the Middle East Studies
Center.

•  Applicants are responsible for ensuring that all
materials, including letters of recommendation, are
received by the Middle East Studies Center by the
application deadline. Only complete applications
from students who meet the scholarship criteria will
be accepted. All scholarship applicants are required to
certify that they have read and followed the guide to
'Submitting a Successful Application'.

•  Submit a completed application to the Middle East
Studies Center by 5 pm Friday, January 31, 2014
