Mechanisms of Hall 11’s JCRC
Hall Structure
Positions Available President Vice President Honorary General Secretary Financial Controller  Business Manager Sports Secretary Assistant Sports Secretary Recreation Secretary Social Secretary Assistant Social Secretary Cultural Secretary Publicity Secretary Publication Secretary 53 Block Manager 54 Block Manager 55 Block Manager 56 Block Manager
Preside all meetings of the JCRC Have a casting vote at meetings at which he/she presides Have the right to call for meetings of the JCRC and Hall Residents Liaise with all Ad-Hoc Chairpersons Countersign all bills for payment by the Financial Controller Be the spokesperson for members of the Hall Member of the Hall President Council (HPC) Liaise with Student Affairs Office with regards to hall matters   President
Assume all powers, duties and responsibilities of the President in his/her absence	 In consultation with the President, co-ordinate the internal activities Chairperson of the Block Management Committee (BMC), comprising of all Block Managers in Hall 11, for the welfare of Hall 11 Residents In charge of Welfare for Hall 11 athletes and players during Inter-Hall Games Member of the Joint Hall Orientation Committee (JASH/Publications) Member of the Cultural Appreciation Exchange Night Committee for Hall 8, 9, 10, 11 cluster Vice President
In charge of all JCRC records and all secretarial correspondence on behalf of the JCRC Keep minutes of all JCRC and General meetings and post up on all JCRC notice boards a copy of these minutes within ten (10) days of such meetings and make available to all members of the JCRC the minutes of such meetings Chairperson of the Secretariat Committee Booking of Hall facilities for Hall athletes, Cheerleading and other Cultural Groups In charge of the JCRC notice board and Annual General Meeting In charge of CCA Records  Honorary General Secretary
In charge of the Hall finances, liaising with Office of Finance and Hall Committee’s Treasury Prepare and present at the AGM, on behalf of the JCRC, the Audited Accounts of the JCRC Receive on behalf of the JCRC all monies due to the Hall and pay this into the appropriate accounts Pay bills of the JCRC which have been countersigned by the President  Have the power to collect approved donations, subscriptions and grants as and when the need arises Receive and process all applications for the grants from the sub-committees and ad-hocs Allocating the budget for the various sub-committees and ad-hocs Financial Controller
Head the Business Sub-committee Coordinate all canvassing activities for the JCRC, and assist all other Business Managers in Ad-Hoc Committees  Pursue actively for sponsorship opportunities and consolidate all sponsors’ contacts with all other Ad-Hoc Committees Liaise with external companies to procure various hall merchandise, such as printing Block T-Shirts, Sub-Committee T-Shirts and JCRC Polo Tee Keep charge of the hall merchandise inventory Business Manager
Head the Sports Sub-committee Assist the Captains to gather and contact possible players Oversee the training of Inter-hall sports teams, and provide them with the necessary equipments In charge of all sports stores and equipment In charge of booking sports facilities Be a member of Joint Hall Sports Committee to organize the Inter-Hall Games (IHG) Work with Publications Sec and Vice President for IHG coverage and Welfare Responsible for organising all Inter-block sports (IBG) Sports Secretary/Assistant Sports Secretary
Head the Recreation Sub-committee Assist the Captains to gather and contact possible players Oversee the training of Inter-hall Recreation teams, and provide them with the necessary equipments In charge of all recreational games equipments and Recreational Rooms in Block 55 and 56 Be a member of Joint Hall Recreation Committee to organize the Inter-Hall Games (IHRG) Work with Publications Sec and Vice President for IHG coverage and Welfare Organise all Inter-block recreational games Recreation Secretary
Head the Social sub-committee Be in charge of all social functions of the hall (Mid autumn Festival, Chinese New Year, Raffles Hall Exchange, etc...) Head the Joint Hall Social Committee organising the Hall Olympiad Opening Ceremony Member of the Joint Hall Olympiad Committee (HOC)  Co-Chairperson of the Joint Hall Social Committee to organise Hall Olympiad Opening Ceremony In charge of emcees and concert engineers for hall events Social Secretary/Assistant Social Secretary
Head the Cultural Sub-committee Liaise with cultural groups in Hall (A-cappella, Jam Band, Xing and Strum, Dance) for hall events and external performances In charge of the booking and usage of the Cultural room In charge of maintaining the musical instruments of the Cultural Groups Member of the Joint Hall Cultural Committee organising the Hall Olympiad Closing Ceremony Cultural Secretary
Head of Publicity Sub-committee Be responsible for the publicity of all JCRC activities -Banners, posters etc Updating the calendar of events In charge of maintaining all JCRC notice boards (e.g. Sports, Recreations, Culture, Publications etc.) In charge of designing of hall merchandise In charge of the Colours award Videos during Hall Night Publicity Secretary
Head the Publication Sub-committee Be in charge of all publications related to the JCRC, Hall events & IHG Publish and circulate the annual Hall Magazine In charge of maintaining and updating of Hall 11 Website Ensure that photographs are taken and articles are written for all JCRC events Produce video montages for all JCRC events Organise the Annual Sub-committees Photo-shoot To liaise and assist Ad-Hocs Committees on the coverage of Ad-Hocs events Publication Secretary
Chairperson of individual Block Management Committee  Organizing block supper/events Improve communication and receive feedbacks between residents and JCRC (e.g. Notice Boards, Door-to-door, SMS, Flyers distribution etc.) Gather block residents to participate in hall events Rallying players for Inter-block games Publicity of Hall events within respective blocks Looking after the welfare of block residents and athletes/players during IHG/IHRG season Block Managers
JCRC Recruitment Talk 	17th August (Wed) Nomination  	22nd , 23rd August (Mon, Tues) Campaigning    22nd August – 31st August Rally 31stAugust (Mon) Polling 	1st  September (Thurs) Important Dates
Date: 22nd & 23rd August 2011 (Mon, Tues) Time: 7.30-9.30pm Venue: Outside Hall 11 Office Requirements: 2 Hall Residents to nominate and second the nominee, all to bring NTU Matriculation Cards Nomination Fee: S$20 ($10 Material Fees, $10 refundable) Post Nomination: To submit a write-up about yourself (by 24th Aug, 5pm)   -1 soft copy and 1 hard copy Nomination
Campaigning Maximum of 5 candidates per campaigning group Allowed to go around the blocks to publicize (Discretion is advised) Outdoor campaigning materials restricted to bus-stops only, seats are out of bounds (all materials are to be laminated or waterproof) Campaigning Rules
Posters Posters not to be pasted on walls, but only on glass surfaces, tiles (Laminate/clear folder sheets) etc. (non-painted surfaces) Only blue tacks and masking tape are allowed  Banners Banners are to be painted only in the banner painting area (Next to the letter box). To clean up after usage of area. While painting the banners, canvass sheets/newspaper must be placed underneath. Banners are not allowed to be hung on the railings outside the reading room, but can be above/below the railings Campaigning Rules
Date: 31st August Time: 8pm Sharp (7.15pm for candidates) Venue: Reading room To prepare a 3 minute speech per candidate Content must be sensible, feasible and convincing Smart Casuals (e.g. Polo-T, Jeans, Covered Shoes, Dress)  Rally
Date: 1st September  Time: 7.30pm-10pm Venue: Reading Room Requirements: Voters are to present their matriculation card for verification purpose Only residents who are in the residents list are allowed to vote Candidates are allowed to vote No campaigning on polling day Residents are to discard publicity materials before entering the voting area Polling results will be available on the night of polling Polling

  • 5. Preside all meetings of the JCRC Have a casting vote at meetings at which he/she presides Have the right to call for meetings of the JCRC and Hall Residents Liaise with all Ad-Hoc Chairpersons Countersign all bills for payment by the Financial Controller Be the spokesperson for members of the Hall Member of the Hall President Council (HPC) Liaise with Student Affairs Office with regards to hall matters   President

Assume all powers, duties and responsibilities of the President in his/her absence In consultation with the President, co-ordinate the internal activities Chairperson of the Block Management Committee (BMC), comprising of all Block Managers in Hall 11, for the welfare of Hall 11 Residents In charge of Welfare for Hall 11 athletes and players during Inter-Hall Games Member of the Joint Hall Orientation Committee (JASH/Publications) Member of the Cultural Appreciation Exchange Night Committee for Hall 8, 9, 10, 11 cluster Vice President

In charge of all JCRC records and all secretarial correspondence on behalf of the JCRC Keep minutes of all JCRC and General meetings and post up on all JCRC notice boards a copy of these minutes within ten (10) days of such meetings and make available to all members of the JCRC the minutes of such meetings Chairperson of the Secretariat Committee Booking of Hall facilities for Hall athletes, Cheerleading and other Cultural Groups In charge of the JCRC notice board and Annual General Meeting In charge of CCA Records Honorary General Secretary

In charge of the Hall finances, liaising with Office of Finance and Hall Committee’s Treasury Prepare and present at the AGM, on behalf of the JCRC, the Audited Accounts of the JCRC Receive on behalf of the JCRC all monies due to the Hall and pay this into the appropriate accounts Pay bills of the JCRC which have been countersigned by the President Have the power to collect approved donations, subscriptions and grants as and when the need arises Receive and process all applications for the grants from the sub-committees and ad-hocs Allocating the budget for the various sub-committees and ad-hocs Financial Controller

Head the Business Sub-committee Coordinate all canvassing activities for the JCRC, and assist all other Business Managers in Ad-Hoc Committees Pursue actively for sponsorship opportunities and consolidate all sponsors’ contacts with all other Ad-Hoc Committees Liaise with external companies to procure various hall merchandise, such as printing Block T-Shirts, Sub-Committee T-Shirts and JCRC Polo Tee Keep charge of the hall merchandise inventory Business Manager

Head the Sports Sub-committee Assist the Captains to gather and contact possible players Oversee the training of Inter-hall sports teams, and provide them with the necessary equipments In charge of all sports stores and equipment In charge of booking sports facilities Be a member of Joint Hall Sports Committee to organize the Inter-Hall Games (IHG) Work with Publications Sec and Vice President for IHG coverage and Welfare Responsible for organising all Inter-block sports (IBG) Sports Secretary/Assistant Sports Secretary

Head the Recreation Sub-committee Assist the Captains to gather and contact possible players Oversee the training of Inter-hall Recreation teams, and provide them with the necessary equipments In charge of all recreational games equipments and Recreational Rooms in Block 55 and 56 Be a member of Joint Hall Recreation Committee to organize the Inter-Hall Games (IHRG) Work with Publications Sec and Vice President for IHG coverage and Welfare Organise all Inter-block recreational games Recreation Secretary
  • 12. Head the Social sub-committee Be in charge of all social functions of the hall (Mid autumn Festival, Chinese New Year, Raffles Hall Exchange, etc...) Head the Joint Hall Social Committee organising the Hall Olympiad Opening Ceremony Member of the Joint Hall Olympiad Committee (HOC) Co-Chairperson of the Joint Hall Social Committee to organise Hall Olympiad Opening Ceremony In charge of emcees and concert engineers for hall events Social Secretary/Assistant Social Secretary

Head the Cultural Sub-committee Liaise with cultural groups in Hall (A-cappella, Jam Band, Xing and Strum, Dance) for hall events and external performances In charge of the booking and usage of the Cultural room In charge of maintaining the musical instruments of the Cultural Groups Member of the Joint Hall Cultural Committee organising the Hall Olympiad Closing Ceremony Cultural Secretary

Head of Publicity Sub-committee Be responsible for the publicity of all JCRC activities -Banners, posters etc Updating the calendar of events In charge of maintaining all JCRC notice boards (e.g. Sports, Recreations, Culture, Publications etc.) In charge of designing of hall merchandise In charge of the Colours award Videos during Hall Night Publicity Secretary

Head the Publication Sub-committee Be in charge of all publications related to the JCRC, Hall events & IHG Publish and circulate the annual Hall Magazine In charge of maintaining and updating of Hall 11 Website Ensure that photographs are taken and articles are written for all JCRC events Produce video montages for all JCRC events Organise the Annual Sub-committees Photo-shoot To liaise and assist Ad-Hocs Committees on the coverage of Ad-Hocs events Publication Secretary

Chairperson of individual Block Management Committee Organizing block supper/events Improve communication and receive feedbacks between residents and JCRC (e.g. Notice Boards, Door-to-door, SMS, Flyers distribution etc.) Gather block residents to participate in hall events Rallying players for Inter-block games Publicity of Hall events within respective blocks Looking after the welfare of block residents and athletes/players during IHG/IHRG season Block Managers

Date: 22nd & 23rd August 2011 (Mon, Tues) Time: 7.30-9.30pm Venue: Outside Hall 11 Office Requirements: 2 Hall Residents to nominate and second the nominee, all to bring NTU Matriculation Cards Nomination Fee: S$20 ($10 Material Fees, $10 refundable) Post Nomination: To submit a write-up about yourself (by 24th Aug, 5pm) -1 soft copy and 1 hard copy Nomination
  • 19. Campaigning Maximum of 5 candidates per campaigning group Allowed to go around the blocks to publicize (Discretion is advised) Outdoor campaigning materials restricted to bus-stops only, seats are out of bounds (all materials are to be laminated or waterproof) Campaigning Rules
  • 20. Posters Posters not to be pasted on walls, but only on glass surfaces, tiles (Laminate/clear folder sheets) etc. (non-painted surfaces) Only blue tacks and masking tape are allowed Banners Banners are to be painted only in the banner painting area (Next to the letter box). To clean up after usage of area. While painting the banners, canvass sheets/newspaper must be placed underneath. Banners are not allowed to be hung on the railings outside the reading room, but can be above/below the railings Campaigning Rules
  • 21. Date: 31st August Time: 8pm Sharp (7.15pm for candidates) Venue: Reading room To prepare a 3 minute speech per candidate Content must be sensible, feasible and convincing Smart Casuals (e.g. Polo-T, Jeans, Covered Shoes, Dress) Rally
  • 22. Date: 1st September Time: 7.30pm-10pm Venue: Reading Room Requirements: Voters are to present their matriculation card for verification purpose Only residents who are in the residents list are allowed to vote Candidates are allowed to vote No campaigning on polling day Residents are to discard publicity materials before entering the voting area Polling results will be available on the night of polling Polling
