Why do people return books?: 1. Human Nature  2. Policy (Loan Period, Fines, Fees etc) How effective are fines?
“ What will you do,  if you were asked to call  all patrons with overdue books?” Well, if there were too many,  I don’t think we can . . .   Or if there were too few,  why do we need . . .
