6. Ubicación y Diagnóstico
– Tijuana, está inserta y es eje en la Región binacional y metropolitana, la que ha
evolucionado muy rápido, generando déficits , incluyendo la infraestructura con la que
se atiendan el crecimiento de la población y del territorio urbano.
– Tijuana es parte del SISTEMA de ciudades, de las dos naciones EUA-Mx:
Los Angeles-San Diego-Tijuana-Ensenada, conforma el crisol de la metrópoli y de la
MegaRegión, además de que es “origen-destino” del corredor turístico Tijuana-
Ensenada.
– Su desempeño destaca en los indicadores macroeconómicos, siendo precursor y
detonante.
– Se distingue por basar las decisiones de inversión orientados por la Política de
Desarrollo Empresarial y por la organización económica identificada por sus aptitudes
y vocaciones impulsando “clusters”.
– Por sus cualidades e historia, promueve la instrumentación amplia como Zona
Económica Estratégica con bondades que se derraman en cobertura nacional.

7. Ubicación y Diagnóstico
– Detenta su Plan Estratégico Metropolitano 2034, (PEM34) y es actor en el plan
CaliBaja dada la conformación de la MegaRegión, EUA-Mx.
– El PEM34, identifica 109 proyectos estratégicos y se organiza en una estructura de 5
ejes rectores y 3 ejes transversales.
– Existe la necesidad inminente de trabajar de manera binacional en la construcción de
garitas; plantas desaladoras de agua; plantas de energía renovable (parque eólico y
aprovechar olas y mareas; reactivar el corredor turístico Tijuana-Ensenada;
materializar el sistema de transporte público, (12 rutas troncales); complementar con
dos fases el Baja California Center, etc.
– Tijuana es ingrediente que potencializa y nos lleva a plantear la pregunta por atender,
¿Porqué es atractivo este vector?
• Hay dos motivos, el potencial real de la región con su propia inercia, y un gran
espíritu con valor sin igual, Olimpiadas 2024…” A fines de 2014 se3 decide si se
presenta una candidatura. El COI elegirá la sede de 2024 en el 2017”

Has bi-national standards for education levels with an emphasis on Science, Technology,
Engineering, and Math (STEM) education.
Strives to have a globally competitive workforce in terms of education, skills, and language for
high-tech, high-wage industries, and an image as a safe, desirable place to work with a high
quality of life to sustain and attract a high-valued workforce.

Infrastructure Development
Cali Baja strives to be a global hub for the sustainable energy industry, providing a seamless,

22. Designed by the award-winning architectural firm, The Miller Hull Partnership, all three phases of the project
are targeted to achieve LEED® Platinum certification due to energy efficiency, water conservation strategies,
and an integrated design process.
GSA is proud to be the landlord of the world’s busiest Land Port of Entry (LPOE). Located between San Diego
and Tijuana, the San Ysidro LPOE supports 24 northbound vehicle lanes into the United States and six
southbound lanes into Mexico. Every day, this land port serves more than 50,000 northbound vehicles and
25,000 northbound pedestrians.
The San Ysidro LPOE is undergoing a major expansion that will include a new northbound inspection facility,
primary vehicle inspection booths, secondary inspection area, administration space, and a pedestrian
processing facility. A new southbound inspection facility will also be developed, and Interstate 5 will be shifted
to the west to align with Mexico’s planned use of a reconstructed entry facility at the vacant Virginia Avenue/El
Chaparral commercial facility.
Once complete, the new port design will reduce wait times, increase operational efficiency, and improve border
security. Pending Congressional funding, the projected phase duration and completion schedule is listed below:
