2. Article III: General Target
1- Member States aim to achieve comprehensive national energy
savings (to be determined upon the adoption of this guideline) by
2020. The national indicative targets are to be reached through
energy services and other measures to improve energy efficiency.
The Member States shall take reasonable and practical cost-
effective measures which will lead to and contribute to the
achievement of this target.

3. Article III: General Target
2 - Each of the Member States shall develop a NEEAP and take the
necessary measures to improve energy efficiency by assigning the
responsibility for overall control and overseeing of its NEEAP regarding
the goal stated in paragraph 1 above to one or more of the existing or
new bodies which will later verify the energy savings that have been
reached for energy services and other measures to improve energy
efficiency, including the existing national measures to improve energy
efficiency, and subsequently submit a report on the results.
3 - The National Energy Efficiency Plan (NEEAP) shall be prepared for
a period of three years with and indicative target from the date of
adoption of this guideline and is reviewed annually to ensure the
achievement of its objectives. A new plan shall be developed before the
completion of the previous one.

5. Appraisal Considerations
When energy efficiency is adopted as a worthwhile
national goal, and especially in case public money is
spent towards furthering this goal, it is of vital
importance that energy efficiency can be properly
measured, and its development over time can be
tracked.
However, energy efficiency is not an easily defined
quantity, nor can changes in energy consumption be
easily traced back to energy efficiency efforts.

Impact Appraisal
•Determine the impacts (e.g., energy and demand savings)
•Define co-benefits (e.g., avoided emissions, health benefits, job
creation, energy security, transmission/distribution benefits, and
water savings) that directly result from a program.
•Support cost-effectiveness analyses aimed at identifying relative
program costs and benefits.

•Assess program delivery, from design to implementation,
•Identify bottlenecks, efficiencies, what worked, what did not work,
constraints, and potential improvements. Timeliness
•Identifying opportunities for improvement is essential to making
