•EC Previous Experiences and Lessons Learnt from Supporting
Similar Structures in Eastern Europe:
-Little and short tem impact of the donors’ interventions to the
targeted sector due to lack of expressed demand…,and accordingly
no sustainability to be developed
-Lack of ownership in terms of bilateral perception versus regional
perception…, and accordingly no credibility to be created for
sustainable continuation

Articulation of Demand
MED-EMIP – “Support for the Enhanced Integration and the
Improved Security of the Euro-Mediterranean Energy Market”
- Duration: 3 year, staring 21 January 2008
- Objectives
(i) securing energy supply, in the mid-term as well as in the long-
term, by developing energy efficiency, diversifying energy sources,
and reducing the environmental impact of energy-related activities;
(ii) promoting sustainable development in the energy sector and
contributing to international efforts to tackle climate change and

Development of Ownership
• MCREEE MIS & DSS (Under-Preparation)
-Duration : 2 Years, staring second-half of 2009
-EC Contribution (grant) : Up to € 2 million via SAAP with Egypt
- Modus-Operandi Approach: Bottom-up, MENA-horizontal, and
demand-driven approach.
- The programme is to be designed jointly between MCREEE and EC,
including the adoption of the EU Member States Twinning
“acquis”…this reinforces the credibility of MCREEE

Management of Sustainability
Conditional to successful achievement of credibility and ownership for
expressed demand, MCREEE management should gear its sustainability for
attaching to it further regional RE & EE initiatives e.g., the second phase of
MED-ENEC (2008), in which it will be with an enlarged scope than phase one,
and most likely, a focus on the following aspects:
- Labelling, certification, auditing and maintenance
-Adoption and use of economic instruments and empowerment of energy
efficiency agencies
- Promotion of public-private partnerships in order to facilitate access to
finance, in collaboration with relevant financing institutions (EIB, KfW,
etc)
- Retrofitting activities in the residential sector
