The UN-Indigenous Peoples’ Partnership (UNIPP) is a joint rights and results based initiative between the International Labour Organization (ILO), the UN Office of the High Commissioner for Human Rights (OHCHR), the United Nations Development Programme (UNDP), the UN Children’s Fund (UNICEF), and the UN Population Fund (UNFPA). The purpose of UNIPP (hereinafter also referred to as the “Partnership”) is to facilitate the implementation of international standards on indigenous peoples, in particular the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) and ILO Convention concerning Indigenous and Tribal Peoples in Independent Countries (ILO Convention No. 169). UNIPP seeks to move the aspirations of indigenous peoples beyond the international arena to concrete change on the ground through joint programs at the country level, as well as regional and global initiatives aimed at enhancing capacities and ensuring coherence in policy and practice between UN partner organisations. UNIPP is governed by a Policy Board which comprises of indigenous experts and representatives from the participating UN organisations. Based on the broad objectives of UNDRIP, UNIPP has established strategic priorities for the realisation of indigenous peoples’ rights and a Multi-Partner Trust Fund to mobilize and manage resources to implement its strategic priorities. The Partnership was created in response to the provisions of the UN Declaration on the Rights of Indigenous Peoples, namely Article 41 which calls on “organs and specialized agencies of the United Nations system and other intergovernmental organizations shall contribute to the full realization of the pro-visions of this Declaration through the mobilization, inter alia, of financial cooperation and technical assistance. Ways and means of ensuring participation of indigenous peoples on issues affecting them shall be established.” In addition Article 42 provides that “the United Nations, its bodies, including the Permanent Forum on Indigenous Issues, and specialized agencies, including at the country level, and States shall promote respect for and full application of the provisions of this Declaration and follow up the effectiveness of this Declaration.” These provisions led the United Nations Permanent Forum on Indigenous Issues (UNPFII) to make a specific recommendation to the ILO, OHCHR and UNDP to enhance inter-agency coordination at the country level with a focus on the promotion and implementation of indigenous peoples’ rights.

As a UN body, the UN-REDD Programme is obliged to promote respect for, and seek the full application of, the provisions of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP), including the right to give or withhold free, prior and informed consent (FPIC), particularly at the country level (UNDRIP, Art 42). To support UN-REDD Programme countries to implement the UNDRIP, the Programme conducted three regional consultations (Vietnam, June 2010; Panama, October 2010; Tanzania, January 2011) with representatives of Indigenous Peoples’ and civil society organizations, and other stakeholders to develop specific FPIC guidelines for countries participating in the Programme. This initiative responded to the demand from participating countries for concrete guidance on how to seek FPIC and provide effective grievance within the context of the UN-REDD Programme. With this ppt, the UN-REDD Programme presents the framework for the consolidated draft guidelines resulting from the three regional consultations.

This Kit focuses on development and indigenous peoples, with emphasis on their full and effective participation in all development processes and the need for a genuine partnership in and ownership with them of these processes. More specifically, it is designed to provide UNCTs (United Nations Country Teams) with guidance as to how to engage indigenous peoples and include their perspectives in development processes, including monitoring and reporting processes related to the CCA/UNDAF, Poverty Reduction Strategy Papers (PRSP), UNDP’s Human Development Reports and Millennium Development Goals (MDGs). Background The Resource Kit should be seen as one of many contributions to the wide-ranging reform programme initiated in 1997 by Secretary-General Kofi Annan and aimed at making the United Nations a more effective institution in terms of facing the challenges of the twenty-first century. This reform programme, which included the UN system’s development agenda in general and the MDG and PRSP processes in particular, stressed the need to strengthen the inter-linkages between peace and security, poverty reduction and sustainable human development and promotion of and respect for human rights. In response to the Secretary- General’s call to articulate a coherent vision and strategy for united approaches towards internationally agreed development goals and the Millennium Development Goals at the national level, the United Nations Development Group (UNDG) was formed in 1997 and the CCA (Country Common Assessment) and UNDAF (United Nations Development Assistance Framework) framework was adopted as a strategy planning tool for the UN system. Together, these initiatives were designed to enhance the United Nations’ collective analysis and programming in sup-port of national goals and priorities in various development processes. At the same time, a growing awareness and recognition among Governments, the UN system and other development actors of the importance of engaging indigenous peoples in a human rights–based approach to development led to a resolution by the Economic and Social Council in 2000 to establish the United Nations Permanent Forum on Indigenous Issues (UNPFII).4 The mandate of the UNPFII includes, inter alia, “discuss[ing] indigenous issues within the ECOSOC’s mandate, including economic and social development, culture, environment, education, health and human rights; [and providing] expert advice and recommendations to the Council and to programmes, funds and agencies of the UN”. In 2002, an inter-agency mechanism the IASG (Inter-Agency Support Group)5 was established to support and promote the mandate of the UN Permanent Forum on Indigenous Issues within the United Nations system. 4 ECOSOC resolution 2000/22 on the establishment of a Permanent Forum on Indigenous Issues. 5 The IASG is composed of 32 UN entities and other institutions including the Inter- American Development Bank, the European Commission, the

This is a presentation from the second event of an online learning series for the East African Community region on communities combating illegal wildlife trade. The event gave an introduction, overview and lessons learned on the ‘Local communities: First Line of Defence against Illegal Wildlife Trade (FLoD)’ initiative, which aims to support designers and implementers of anti-poaching and anti-wildlife trafficking strategies and projects to effectively engage local communities as partners. The events are organised by IUCN, together with the International Institute for Environment and Development and IUCN CEESP/SSC Sustainable Use and Livelihoods Specialist Group. They are supported by USAID Kenya and East Africa through the Conserving Natural Capital and Enhancing Collaborative Management of Transboundary Resources (CONNECT) project, and will supplement the comprehensive training course on FLoD, which is currently under development with support from the BIOPAMA programme, supported by the European Union and the Organisation of African, Caribbean and Pacific States. Tracing the root cause of a performance issue requires a lot of patience, experience, and focus. It’s so hard that we sometimes attempt to guess by trying out tentative fixes, but that usually results in frustration, messy code, and a considerable waste of time and money. This talk explains how to correctly zoom in on a performance bottleneck using three levels of profiling: distributed tracing, metrics, and method profiling. After we learn to read the JVM profiler output as a flame graph, we explore a series of bottlenecks typical for backend systems, like connection/thread pool starvation, invisible aspects, blocking code, hot CPU methods, lock contention, and Virtual Thread pinning, and we learn to trace them even if they occur in library code you are not familiar with. Attend this talk and prepare for the performance issues that will eventually hit any successful system.
