  Detailed Guide
Budget Spring 2009

  Estimated Price Est. Price/Unit Arguments
$6,300.00 $3,150.00 It's very simple: if we are awarded another
camera, the productivity of BTV is in an instant
doubled. This is the most basic and effective
addition to our bed of resources. Not only can
our productions be taken from more angles (3
angles is the minimum for a quality live
recording), but we can record two or three
events in one night when our workers go out
into the field, thus increasing the depth of our
programming. The XHA1 is used by
                                               professional videographers, and is essentially
the state of low-budget quality filmmaking right
now, it being the lowest price for serious High
Definition video around. Canon is reliable, and
is now the minimum standard for our needs, as
anything less would render the quality of the
                                               XHa1 void.
$800.00 $400.00 We need a protection plan with an investment
this large. The one we have with our current
XHa1 includes yearly cleanings at a hugely
                                               discounted rate.

$1,300.00 $650.00 There can really be no debate about this: we
need tripods. Our old tripods do not and cannot
function with our current camera, and this is a
                                               serious drawback. These are inexpensive
tripods in comparison, but meet our standards
of strength- they hold 17 pounds. Tripods not
only allow stylistic stability, but it allows the
camera to remain stationsary and record a
campus event relatively unsupervised. It allows
students and not just staff to create
programming. These tripods will be in for the
long haul, and will undergo a lot of stress, so
cheap tripods, in quality that is, are an
                                               imprudent investment.

$300.00 $300.00 We could try building a weak crane for up to
$200 or spend a little more and not have to
worry about getting a new one. Ths is the
absolute least expensive crane we could find
that could hold our camera. This allows for a
stellar professional look and adds an
unbelieveable amount of depth to a production.
This meets our standards, because our
standard is simply that we have a crane.
$300.00 $150.00 The dolly runs of the same case as the crane,
except the dolly can be more used in a more
versatile manner. We can make a dolly, but it
will never be as smooth as a real one.

$500.00 $500.00 Many non-simple productions are done without
tripods and can track a subject fluidly as if it
were on a dolly. This professional tool adds
many points to the seriousness of a production,
and this is as well the most inexpensive
stabilizer we could find to support our camera's
weight, but it is very important we have one.

effective microphone, and we are willing to
sacrifice an upgrade in order to allow funding for

these microphone stands will be of the utmost
importance when recording live plays or music,
etc. These are relatively bottom of the line
stands that do nothing more than their job.
$720.00 $180.00 If we want any informal field interviews to take

possible news show), we need lavaleer mics,
which are the small mics that clip onto shirts
and will track sound even if the subject is
turning or his back is facing the camera---
something a shotgun mic (so focused) cannot
do. Lavaleer microphones were used on
"Elected" and after talking with the director Matt
Vascellaro, who is currently in LA, he
recommended we stick with them at all costs.
these are wireless, and we need four of them
because we need the option of mic-ing up as
many people as possible, for group interviews
                                               and plays.
$160.00 $160.00 We are actually lacking in our asking for
protection of our equipment, but because the
digital recorder below will in particular be doing
a great deal of travel, it is important it is well

with one source of consistent sound, we need
an external recording device. This is one that
RISD uses, that we have tried and been
impressed with. This meets our standards, and
we emphasize the importance of this device.

This could have been avoided if we had
professioal headphones to ensure the quality of
sound on the scene. And really, what are all the
mics for if we can't even hear if they're working
when we're in the field? These are pretty
                                               (absolutely) crucial sound---we're not even
                                               asking for a mixing board!

This boom pole we've asked for is adequately

$250.00 $5 I mean, how else are we supposed to record
anything? Right now we're asking for $50, and
we may need more, especially since we are

and will be accruing a wealth of additional

we need because we shoot in High Definition.

we won't want this: we want the Kino Flo. But If

$108.00 $18.00 At first glance this seems unimportant, but it

what those sandbags were for. He said 'so you
don't knock over the light and kill yourself.'"
There are serious safety risks that can be
assuaged with sandbags. They can we

investments we can make. This does not double
                                                as a mic stand, however.

$100.00 na It's much more difficult than just buying one:but
if we need to, we can build our own dolly.
Several models exist at different price points,
and $75 is a bit more than the minimum amount
of funds that we would need to make sure the
dolly could be created and created well.
Materials include pvc pipes, boards of wood,
various metal parts, and sturdy wheels (the
most important part). In addition, we need to put
a push bar and a cameraman's chair on the
dolly. We will naturally try to get all of our

of filmmaking that we'd rather not resort to, but
we would need some kind of funding to back us
up if worse came to worse.
$75.00 na This year we faced a serious problem: we had
equipment that we didn't know how to use. And
we had no way to get out of it. These
                                                educational resources are absolutely
ESSENTIAL. We now have a Filmmakers
Resource Center which holds the job of reading
books and watching videos on the filmmaking
process and creating an informational booklet
for aspiring filmmakers. They read and take
notes so you don't have to! This is an

free! It could put us on the map! But we can't
expect students to purchase hundreds of dollars
of books and dvds on their own. We're buying
books used, because we're on a budget. But
our Filmmakers Resource CEnter has no job

materials. How else are we supposed to know

inexpensive prices, and the cheapest we've

$800.00 $800.00 We have one computer which must be devoted
to programming, and we MUST have another
that staff uses for operating our rental system,
                                                keeping important administrative files, and

We already have an old monitor and a keyboard

tribulations therein. We need a large screen to

we need a monitor that will be conducive to this.

Peer Product Necessity Level
The next level up is the Canon XH-G1,
which is $7000. It doesn't have much
more than the XH-A1. The Sony HVR-
Z1U is the Sony edition of High
Definition cameras, and it's $4900. But
Sony does not work well with non-Sony
equipment, and we'd rather stay away
from it altogether. This is a very good
camera, but it is not what we need right
now for our purposes.

                                              10
Protection plans are actually $600 each,
but we are confident we can barter with
the sales department to give us a better
deal, as we'd done before. So this is
asking, actually, for less than we need. 10

it only holds 8.8 pounds. Our camera is 6

we EVER want a crane, or need to

the above crane. The tripod above does
not meet our minimum standards.

and it comes with a carrying case.

particularly important they be current

because many books are technologically

  • 12. Brown Television Detailed Guide Budget Spring 2009 Estimated Price Est. Price/Unit Arguments $6,300.00 $3,150.00 It's very simple: if we are awarded another camera, the productivity of BTV is in an instant doubled. This is the most basic and effective addition to our bed of resources. Not only can our productions be taken from more angles (3 angles is the minimum for a quality live recording), but we can record two or three events in one night when our workers go out into the field, thus increasing the depth of our programming. The XHA1 is used by professional videographers, and is essentially the state of low-budget quality filmmaking right now, it being the lowest price for serious High Definition video around. Canon is reliable, and is now the minimum standard for our needs, as anything less would render the quality of the XHa1 void. $800.00 $400.00 We need a protection plan with an investment this large. The one we have with our current XHa1 includes yearly cleanings at a hugely discounted rate. $1,300.00 $650.00 There can really be no debate about this: we need tripods. Our old tripods do not and cannot function with our current camera, and this is a serious drawback. These are inexpensive tripods in comparison, but meet our standards of strength- they hold 17 pounds. Tripods not only allow stylistic stability, but it allows the camera to remain stationsary and record a campus event relatively unsupervised. It allows students and not just staff to create programming. These tripods will be in for the long haul, and will undergo a lot of stress, so cheap tripods, in quality that is, are an imprudent investment. $300.00 $300.00 We could try building a weak crane for up to $200 or spend a little more and not have to worry about getting a new one. Ths is the absolute least expensive crane we could find that could hold our camera. This allows for a stellar professional look and adds an unbelieveable amount of depth to a production. This meets our standards, because our standard is simply that we have a crane.
  • 13. $300.00 $150.00 The dolly runs of the same case as the crane, except the dolly can be more used in a more versatile manner. We can make a dolly, but it will never be as smooth as a real one. $500.00 $500.00 Many non-simple productions are done without tripods and can track a subject fluidly as if it were on a dolly. This professional tool adds many points to the seriousness of a production, and this is as well the most inexpensive stabilizer we could find to support our camera's weight, but it is very important we have one. $9,500.00 Estimated Price Est . Price/Unit Arguments $120.00 Stability in audio is key, and these grips, relatively inexpensive, ensure than even a rookie is getting all the help he can. $60.00 $270.00 $270.00 We need another microphone with another camera. We are currently using the Rode NTG-2, which is a relatively low end but effective microphone, and we are willing to sacrifice an upgrade in order to allow funding for other areas. The NTG-2 meets our minimum standards $140.00 $70.00 We will be conducting interviews soon and these microphone stands will be of the utmost importance when recording live plays or music, etc. These are relatively bottom of the line stands that do nothing more than their job. $720.00 $180.00 If we want any informal field interviews to take place (and we do for documentaries and a possible news show), we need lavaleer mics, which are the small mics that clip onto shirts and will track sound even if the subject is turning or his back is facing the camera--- something a shotgun mic (so focused) cannot do. Lavaleer microphones were used on "Elected" and after talking with the director Matt Vascellaro, who is currently in LA, he recommended we stick with them at all costs. these are wireless, and we need four of them because we need the option of mic-ing up as many people as possible, for group interviews and plays.
  • 14. $160.00 $160.00 We are actually lacking in our asking for protection of our equipment, but because the digital recorder below will in particular be doing a great deal of travel, it is important it is well protected. This is a standard case and meets our standards. $700.00 $700.00 If you want ANY live shows--spoken word, music, plays, operas, anything--to be recorded with one source of consistent sound, we need an external recording device. This is one that RISD uses, that we have tried and been impressed with. This meets our standards, and we emphasize the importance of this device. $90.00 $45.00 Footage from November 4th, Election Day, was later found to have had half of its sound erased. This could have been avoided if we had professioal headphones to ensure the quality of sound on the scene. And really, what are all the mics for if we can't even hear if they're working when we're in the field? These are pretty (absolutely) crucial sound---we're not even asking for a mixing board! $380.00 $190.00 Microphones are made to go on boom poles, so that the microphone can get as close to the subjhect as possible without being on camera. This boom pole we've asked for is adequately long and sturdy- and best it keeps the wire inside the pole so as not to catch the noises and inconveniences of a hanging wire. $2,580.00 Estimated Price Est . Price/Unit Arguments
  • 15. $250.00 $5 I mean, how else are we supposed to record anything? Right now we're asking for $50, and we may need more, especially since we are also working on the Election Day documentary and will be accruing a wealth of additional interview footage. These are HDV tapes, which we need because we shoot in High Definition. With non-HDV tapes, you compromise quality and you run the risk of them jamming your camera and the tape messing up. $50.00 $25 per 100 Half of BTV right now is digitizing all of our old videos onto a hard drive and keeping a hard copy of them. We need blank dvds to do that. We will organize all of our old videos so we save space and continue to archive new footage in the same manner. $75.00 ? We are currently uninformed as to how exactly our new workplace will be wired to IPTV. This fund is really a modest guess as to what funds we may need to rewire ourselves back onto IPTV. $375.00 Estimated Price Est . Price/Unit Arguments $1,050.00 $1,050.00 An in--depth lighting guide can be found in the budgetary packet. These are high quality, professional lights and they meet our standards. They are not above our standards: they are our srandards. The ballasts, or light controls, that come with this cost a significant amount, but it gives us the option of changing the intensity of the light, which is an invaluable resource. $150.00 $25.00 we need lamps to actually make the light fixture worth anything $80.00 $20.00 This is an inexpensive way to get some impressive creative color lighting. $80.00 $80.00 One of the biggest issues in lighting is really how diffused the light should be. These diffusers allow us to further diffuse our Kino Flo lights or they allow us to diffuse the tungsten lights $315.00 $315.00 This is ESSENTIAL to lighting: it's the main light.
  • 16. $40.00 $10.00 Bulbs to light the tungsten fixtures. Daylight bulbs complement natural daylight $25.00 $25.00 These gels go over the lights and create colors in this way. It's inexpensive and effective for more colorful, interesting scenes. $500.00 $500.00 This kit does not meet our standards, but in the realm of things that don't meet our standards, this is the best we can ask for. Let me reiterate, we won't want this: we want the Kino Flo. But If worse comes to worse, we need something. This comes with a ket light, a fill light, and an overhead light, which will serve the purpose for interviews. $140.00 This comes with bulbs, umbrellas, and al the clasps necessary $70.00 $108.00 $18.00 At first glance this seems unimportant, but it was explained to us by a BTV alumn like this: "I was walking on set and I asked the director what those sandbags were for. He said 'so you don't knock over the light and kill yourself.'" There are serious safety risks that can be assuaged with sandbags. They can we weighted down with anything, but hold a particular form that allows them to rest on stand legs. $290.00 $290.00 For interviews. This is a standard, wonderfully inexpensive necessity for interviews. This meets our minimum standards: this is the most inexpensive fill light on bhphoto.com. These do not come with bulbs.
  • 17. $600.00 $150.00 These stands are all-purpose, sturdy stands that are easy to move. This is one of the best investments we can make. This does not double as a mic stand, however. $35.00 $35.00 A cuculoris is a an object with a design cut out in order to shape the lighting. It adds an exponential amount of stylisitc depth to the lighting of a production (particularly a documentary) for a very small price. See an illustration of this here: (). $100.00 $100.00 Not all of the fixtures above come with lights, and we will need to replace some broken old lightin equipment in the BTV studio. $65.00 $65.00 The green screen literally opens up a digital world of possibilities. We can do shows in Antarctica, under the sea, or in Delaware. $3,578.00 Estimated Price Est . Price/Unit Arguments $100.00 na It's much more difficult than just buying one:but if we need to, we can build our own dolly. Several models exist at different price points, and $75 is a bit more than the minimum amount of funds that we would need to make sure the dolly could be created and created well. Materials include pvc pipes, boards of wood, various metal parts, and sturdy wheels (the most important part). In addition, we need to put a push bar and a cameraman's chair on the dolly. We will naturally try to get all of our materials from Hardware stores, hrift stores, and the like. $30.00 na There are models that can be made for a minimum of $10. These funds allow us to make multiple figrigs with a bit of comfort room. $125.00 na This will be used on materials not awarded in the original lighting fund. Things like flood lights, sheets, bins- very guerilla, unprofessional forms of filmmaking that we'd rather not resort to, but we would need some kind of funding to back us up if worse came to worse.
  • 18. $75.00 na This year we faced a serious problem: we had equipment that we didn't know how to use. And we had no way to get out of it. These educational resources are absolutely ESSENTIAL. We now have a Filmmakers Resource Center which holds the job of reading books and watching videos on the filmmaking process and creating an informational booklet for aspiring filmmakers. They read and take notes so you don't have to! This is an unbelieveable resource we're going to offer for free! It could put us on the map! But we can't expect students to purchase hundreds of dollars of books and dvds on their own. We're buying books used, because we're on a budget. But our Filmmakers Resource CEnter has no job unless they have access to educational materials. How else are we supposed to know how to use our equipment? $75.00 na see above $200.00 na see above $50.00 na As often happens when building something, it is likely that we will find ourselves run our of money with more work to do. This $50 is a cushion for all DIY projects, for unforeseen or as-of-yet-unresearched problems. $655.00 Estimated Price Est . Price/Unit Arguments $250.00 $250.00 No question: we need a hard drive, and we need a good one. Ebay has hard drives for inexpensive prices, and the cheapest we've found is $250 for a Gtech hard drive, which is a solid, reputable brand. We cannot accept anything less than a Gtech hard drive, and we cannot be worrying about space. We have such a wealth of potential programming that this is no longer about starting out. This request is our minimum standard. $800.00 $800.00 We have one computer which must be devoted to programming, and we MUST have another that staff uses for operating our rental system, keeping important administrative files, and editing video footage while we are broadcasting. We already have an old monitor and a keyboard to work with, but no computer. As the next request will indicate, this monitor does not meet our minimum standards.
  • 19. $800 $400.00 Editing is a complex process, and anyone who's (for two) tried professional editing on a standard sized screen has seen the disappointments and tribulations therein. We need a large screen to edit on, and will not settle for a used monitor. We also shoot and will be producing in HD, so we need a monitor that will be conducive to this. $700 is one of the cheapest prices we've found for two monitors. These monitors meet our standards, and we are trying to get discounted prices off ebay. We'll be fortunate to get $400 prices. $1,050.00 Estimated Price Est . Price/Unit Arguments $30.00 A large group of the staff will be spending long, continuous hours in the studio. They should have the option of bringing microwaved food to keep in our fridge, and eating it as they work so time is not wasted at the dining halld. $30.00 $150.00 Since Faunce is being renovated, we will need a wealth of bins to contain all of our equipment. Honestly, this amount is very modest considering the wealth of wires, tools, non- working machines, etc. that we have--and for na some reason plastic bins are really expensive. $30.00 Equipment has been stolen from BTV in the past, and it will not happen again if we have proper security measures. This is a small price $15.00 to pay for a lot of security. $120.00 $120.00 BTV meets almost exclusively on weekends, when the SAO is not open for printing. Not just often, but weekly we find ourselves in the middle of a meeting needing everyone to see a paper, but we end up having to huddle around a small computer, unable to manually edit a document. If assignments need to be posted up on the board for workers, we need a printer. In addition, we will soon need to establish our own fax number to more effectively transfer documents to businesses and departments. This is a standard item for any professional office to have. $75.00 $50.00 The BTV studio has not been cleaned in years. It's trashy, quite literally, and creates an unsafe environment for the equipment, and an unprofessional environment for BTV Staff. It's just hygeinic, it's just standard maintenance. $405.00
  • 20. Total Est . Price/Unit Arguments na It's a blitz. We'll be doing a lot of tableslipping and adverising for submissions and workers for BTV throughout the semester- we'll also use this avenue for the Election Day documentary. 100 Our X Factor in the publicity blitz is this 15 foot tall King-Kong esque balloon to throw on the 100 $100.00 main green advertising BTV's comeback. BTV used to have "I Want My BTV" pins, pens, and coasters. These are easy, inexpensive things to throw around campus and get the 100 na name of BTV back out. Staff will be paying for their own t-shirts. These t-shirts will be printed to support BTV's 300 $10.00 comeback, and further publicize via clothes. na BTV is working off the image of a professional, corporate organization, and as such we must establish our credibility in the least through professionally presented posters and 1 large 100 BTV multi-use banner. Total Est . Price/Unit Arguments We have done our best so far to find allies in Providence to give us discounts on throwing a party. $500 is not a lot to throw a party, but we're willing to work on this tight of a party 500 na budget given circumstances.
  • 21. Section I: Supplies Peer Product Necessity Level The next level up is the Canon XH-G1, which is $7000. It doesn't have much more than the XH-A1. The Sony HVR- Z1U is the Sony edition of High Definition cameras, and it's $4900. But Sony does not work well with non-Sony equipment, and we'd rather stay away from it altogether. This is a very good camera, but it is not what we need right now for our purposes. 10 Protection plans are actually $600 each, but we are confident we can barter with the sales department to give us a better deal, as we'd done before. So this is asking, actually, for less than we need. 10 http://www.bhphotovideo.com/c/product/ 458956- REG/Libec_LS22M_LS22M_Tripod_Syst em.html: This tripod is about $500, but it only holds 8.8 pounds. Our camera is 6 pounds. Cranes are about 4 pounds. If we EVER want a crane, or need to invest in one, it will not be possible with the above crane. The tripod above does not meet our minimum standards. $1,000 (http://www.bhphotovideo.com/c/ product/499048- REG/Vinten_PRO_6HDVF_PRO_06_H DVF_Protouch_Lightweight_Tripod.html) This is what we'd REALLY want.
