This picture is called ‘leap of faith’. It is the world’s largest swing in the Oribi Gorge in South Africa. It is a beautiful metaphore for the current relationship between contractors and public procurement. Anxiety (fear for failure, risk aversive and control is the dominant logic. Ask yourself: How do you engage in a relationship?
In the words of professor Michael Power (MIT), we live in an audit society with constant checks and tests. Our society doesn’t have any faith in the ordinary, every day, spontaneous trust that people can have in each other. Our only weapon against the looming trust crises, which characterises our audit society, is to challenge us with all kinds of techniques to discover the truth about us. This is especially true for business relations in tenders. Ten Bos, prof. dr. René , Merkwaardige moraal (curious moral) , Publisher Schouten en Nelissen , 2006, ISBN 9789070512811 The dominant logic in public procurement is still focus on risk aversion and damage control. Apart from this, there is also an obsession with ‘the lowest price’ and ‘saving money’.
These few clippings are illustrative for the public understanding of the public procurement practise. 2008 at a glance: Protest by the NEVI in a pagewide ad in the Saturday edition in the Volkskrant (a national newspaper) against the new ‘Tender law’, because of complexity and total surrender to consultants and lawyers. A few days later the new ‘Tender law’ was thrown out by the senate (again breaching trust with the contracting and building industries). Negative press about tendering schoolbooks (complex, costly, etc.) Announcement in ‘het Financieele Dagblad’ by large consultancy (TwijnstraGudde) firm that they move away from the public sector. A whole businessmodel is changed because of the current public procurement practise.

This can be done through peer review session, or writing a column, article or paper about a certain topic. In this case, we looked at the public procurement practise through the eyes of Jane Jacobs. She is a cultural antropologist, who wrote the book Systems of survival, first edition 1992
