在 1970 年前，只有 50 萬所中小學校，其中有圖書館的不足 20 萬所。主要是 1978 年以後發展迅猛，而中小學圖書館的大規模的規範化建設，有賴於以下幾個方面： Before 1970, there were only 500,000 elementary and middle schools with no more than 200,000 libraries. It has made a rapid development since 1978. [object Object],Education service makes criterions for library work with statute. Ministry of Education promulgated “regulations of the elementary and middle school library ”,the first statute document of the construction of elementary and middle schools libraries in the august of 1990. In 2003, “regulations of the elementary and middle school library (recension)” was promulgated which I participated in the second draft.
