The document discusses CADRE, a PEER training program that teaches basic disaster response skills to community members. CADRE is part of PEER – Program for Enhancement of Emergency Response a regional training program initiated in 1998 by the U.S. Agency for International Development’s, Office of U.S. Foreign Disaster Assistance (USAID/OFDA) strengthening disaster response capacities in nine countries in Asia. The other component is Hospital Preparedness for Emergencies (HOPE)

5. CADRE incorporates simple elements of medical first responder training and collapsed structure search and rescue skills, into a basic three-day modular course. With this training, any member of a vulnerable community in Asia can be better prepared to deal with disasters and emergencies.
