COLOUR OF POVERTY – COLOUR OF CHANGE
               SHARED FRAMEWORK FOR ACTION
For members of racialized communities their respective ethno-racial identities are key to
understanding their experiences of disparity and social exclusion in Ontario - as clearly
they are far more likely to live in poverty than non-racialized members of our society.

As a starting point then we need all orders of government as well as key institutional
actors – but particularly the Province of Ontario - to acknowledge and to best understand
the facts of racialization and ethno-racial exclusion – to thus enable them to formulate a
universally targeted policy framework that reflects an appreciation for the implications of
racialization and related forms of exclusion. Further, an holistic and integrated approach
to poverty reduction must incorporate & appropriately address all of the other intersecting
forms of bias, exclusion & oppression - ie. on the basis of gender, disability, immigrant
or refugee or citizenship status, family status, sexual orientation, age.

Also critical is the need for sufficient and long-term budgetary allocations to again best
ensure there is full and proper implementation of the resulting poverty reduction strategy.

        Priority Targeted Measures to Address Racialized Poverty

Many anti-poverty groups have put forward measures to reduce and eliminate poverty -
such as increasing the minimum wage as well as social assistance rates to the level of a
“living wage”, substantial new investments in both affordable housing and universally
accessible childcare and so on. While fully supporting such measures – as they will no
doubt improve the lives of thousands of racialized community members - we understand
that it is also imperative that any poverty reduction strategy - at one and the same time –
need concretely and effectively address the racialization of poverty. What we need is a
comprehensive poverty reduction plan that covers a broad range of options, that ALSO
includes the needed targeted measures that will serve to remedy the specific underlying
sources of vulnerability that are at play for all racialized communities in the province.

Based on the over 30 community gatherings & numerous local conversations conducted
by Colour of Poverty - Colour of Change over the past several months, & drawing as
well from the list of key initiatives put forward by close to 300 participants in the Colour
of Poverty Provincial Forum held in April 2008 – not in any ranked order - an ACTION
list of specific priority provincial policy measures & program initiatives to address and
redress non-Aboriginal racialized inequities & disparities in the province have been
identified -

   1. Collect and track disaggregated data across all Ministries, Departments and other
   relevant institutions in order to identify racialized and other structural and systemic
   disadvantage, and develop clear definitions and indicators, in order to help get full &
   consistent pictures as to who & why are the poor in this province.

   2. Bring back mandatory employment equity in Ontario to level the playing field
   for all racialized communities and other historically disadvantaged groups.

   3. Strengthen employment standards legislation to protect & enforce all workers’
   rights - particularly for those working in various forms of precarious employment.
   4. Develop comprehensive & fully & effectively resourced and implemented equity
   policy frameworks within both the publicly funded education and health systems in
   the province - with complementary transparent and accessible accountability
   frameworks – and fair, effective and accessible complaint resolution processes.
   5. Develop comprehensive integrated & equitably inclusive curriculum as well as
   complementary program and product development capacity across the entire
   Ontario publicly funded educational system - not only at elementary & secondary
   levels, but also in the post-secondary, tertiary, adult learning and diverse multi-media
   environments – including print media, television, radio and new media.
   6. End the 3 month OHIP waiting period for all newcomers to the province.
   7. Provide the municipal franchise ( right-to-vote ) for all persons physically
   resident in this province regardless of their current citizenship status.
   8. Address racial profiling and its intersectionality in the criminal justice system, in
   the school systems of the province as well as in other institutional environments.
   9. Strengthen human rights legislation to more effectively deal with race based
   discrimination in the workplace - as well as in all other contexts & environments.
   10. Restructure legal aid and make it truly accessible for the racialized working poor,
   provide increased support for legal clinics which address the needs of racialized
   communities and set up a provincially funded Court Challenges Program
   11. Create strong legislation that will mandate trade and professional regulatory
   bodies to remove all barriers to accreditation and employment as now faced by
   internationally trained and educated trades-people and professionals.
   12. Build a comprehensive housing strategy to address the issues of homelessness
   as well as the inadequate/substandard housing conditions as faced by many members
   of racialized communities – including targeted social housing allocations, inclusive
   zoning provisions as well as home ownership supports for racialized communities.
   13. Establish clearly identified goals and specific benchmarks and indicators in
   order to best measure and monitor the progress of any poverty reduction plan as it
   relates to racialized & other historically disadvantaged & marginalized communities.
Finally we call on the Government of Ontario to engage in full & meaningful discussions
with all Aboriginal and other racialized communities in the province before finalizing a
poverty reduction plan.

Colour Of Poverty Shared Framework For Action, May 2008

  • 1. COLOUR OF POVERTY – COLOUR OF CHANGE SHARED FRAMEWORK FOR ACTION For members of racialized communities their respective ethno-racial identities are key to understanding their experiences of disparity and social exclusion in Ontario - as clearly they are far more likely to live in poverty than non-racialized members of our society. As a starting point then we need all orders of government as well as key institutional actors – but particularly the Province of Ontario - to acknowledge and to best understand the facts of racialization and ethno-racial exclusion – to thus enable them to formulate a universally targeted policy framework that reflects an appreciation for the implications of racialization and related forms of exclusion. Further, an holistic and integrated approach to poverty reduction must incorporate & appropriately address all of the other intersecting forms of bias, exclusion & oppression - ie. on the basis of gender, disability, immigrant or refugee or citizenship status, family status, sexual orientation, age. Also critical is the need for sufficient and long-term budgetary allocations to again best ensure there is full and proper implementation of the resulting poverty reduction strategy. Priority Targeted Measures to Address Racialized Poverty Many anti-poverty groups have put forward measures to reduce and eliminate poverty - such as increasing the minimum wage as well as social assistance rates to the level of a “living wage”, substantial new investments in both affordable housing and universally accessible childcare and so on. While fully supporting such measures – as they will no doubt improve the lives of thousands of racialized community members - we understand that it is also imperative that any poverty reduction strategy - at one and the same time – need concretely and effectively address the racialization of poverty. What we need is a comprehensive poverty reduction plan that covers a broad range of options, that ALSO includes the needed targeted measures that will serve to remedy the specific underlying sources of vulnerability that are at play for all racialized communities in the province. Based on the over 30 community gatherings & numerous local conversations conducted by Colour of Poverty - Colour of Change over the past several months, & drawing as well from the list of key initiatives put forward by close to 300 participants in the Colour of Poverty Provincial Forum held in April 2008 – not in any ranked order - an ACTION list of specific priority provincial policy measures & program initiatives to address and redress non-Aboriginal racialized inequities & disparities in the province have been identified - 1. Collect and track disaggregated data across all Ministries, Departments and other relevant institutions in order to identify racialized and other structural and systemic disadvantage, and develop clear definitions and indicators, in order to help get full & consistent pictures as to who & why are the poor in this province. 2. Bring back mandatory employment equity in Ontario to level the playing field for all racialized communities and other historically disadvantaged groups. Strengthen employment standards legislation to protect & enforce all workers’ rights - particularly for those working in various forms of precarious employment. 4. Develop comprehensive & fully & effectively resourced and implemented equity policy frameworks within both the publicly funded education and health systems in the province - with complementary transparent and accessible accountability frameworks – and fair, effective and accessible complaint resolution processes. 5. Develop comprehensive integrated & equitably inclusive curriculum as well as complementary program and product development capacity across the entire Ontario publicly funded educational system - not only at elementary & secondary levels, but also in the post-secondary, tertiary, adult learning and diverse multi-media environments – including print media, television, radio and new media. 6. End the 3 month OHIP waiting period for all newcomers to the province. 7. Provide the municipal franchise ( right-to-vote ) for all persons physically resident in this province regardless of their current citizenship status. 8. Address racial profiling and its intersectionality in the criminal justice system, in the school systems of the province as well as in other institutional environments. 9. Strengthen human rights legislation to more effectively deal with race based discrimination in the workplace - as well as in all other contexts & environments. 10. Restructure legal aid and make it truly accessible for the racialized working poor, provide increased support for legal clinics which address the needs of racialized communities and set up a provincially funded Court Challenges Program 11. Create strong legislation that will mandate trade and professional regulatory bodies to remove all barriers to accreditation and employment as now faced by internationally trained and educated trades-people and professionals. 12. Build a comprehensive housing strategy to address the issues of homelessness as well as the inadequate/substandard housing conditions as faced by many members of racialized communities – including targeted social housing allocations, inclusive zoning provisions as well as home ownership supports for racialized communities. 13. Establish clearly identified goals and specific benchmarks and indicators in order to best measure and monitor the progress of any poverty reduction plan as it relates to racialized & other historically disadvantaged & marginalized communities. Finally we call on the Government of Ontario to engage in full & meaningful discussions with all Aboriginal and other racialized communities in the province before finalizing a poverty reduction plan.
