Justin Dargin, a Research Fellow with The Dubai Initiative at Harvard University and a Fulbright Scholar of the Middle East, was invited by CIRS to deliver a lecture on “Gulf Gas Development: A Rational Development Strategy” to Georgetown University in Qatar faculty and staff. The lecture focused on the basics of the Gulf Gas/Power Sector and how the countries of the GCC are facing the current energy challenges.

- Energy Peaks: Kuwait has a bad energy efficiency record: .4 mtoe vs. worl average of .32 mtoe. Emits an average of 37.1 tonnes of Co2 per person vs. 13.2 tonnes of OECD countries. IMF estimated in 2008 that 9.5% of GDP and 25% of governmental spending is spent on subsidies for fuel, electricity and water.
- Gas Prices were largly born out of the era when associated gas was considered a free resource. This is not the current reality when upstream investments, production, transmission and distribution costs are taken into account. Because the prices are so low, a price increase is unlikley to lead to inter-fuel substitution, rather it would lead to capital adjustment and more fuel efficient technology. In terms of the petrochemical sector, even if price rises are instituted, the sector would still be competitive. The majority of the world’s petrochemical production is oil based, thus more expensive. Even if local industries utilize price increases, they would retain their strategic advantage. 2) May be able to recoup the cost of production by Sulfur sale on the international market.
