The technical basis of the method and proof of innovation is the Program-Technical Complex (PTC) "Umpire-F" (the official-fine) that provides automatic and interactive process simulation games for the context of training officials. Its design, equipment, manufacturing of samples and software products are the most expensive part of the project. The existing methods of training are only control elements of officials’ training in isolation from the process of games separately for the physical training, the knowledge of the text of the rules of the game and the rules of mechanics, the game situations for video sequences on screen. Learning, development and control of complex judicial competences old method has a very distant relation.
