Unit Summary The dangers of fire to life and property are ever present, and from the earliest times efforts have been made to prevent fire. In ancient Rome, firefighters patrolled the streets to enforce fire prevention procedures and administered corporal punishment to offenders of fire codes. Records of fire prevention efforts in England date back to 872 and reveal some unusual practices: a bell was rung as a signal to extinguish all household fires at an early evening hour; women patrolled the streets at night to detect fires and to act as a fire alarm system; arsonists were punished by being burned alive. Fire prevention in the early history of the U.S. began between 1785 and 1807; ordinances were enacted in Reading, Pennsylvania. Fire prevention has come to be recognized as a science. However, in practical application, major improvements have come about mostly because of tragidies associated with fires in which many lives have been lost and extensive property damage has been sustained. Today the basic concepts of education, engineering, and enforcement apply to the subject of fire prevention as well as the development of codes and regulations. Fire prevention codes are usually the domain of the fire department. They are principally concerned with fire safety regulations in the maintenance and use of buildings and premises and with respect to hazardous materials, processes, and machinery used in buildings. Unit Lesson How Focusing Events Effect Policy–Part II Since 1950, natural and man-made disasters have influenced the agenda-settings of Congressional hearings. These major disasters or focusing events are categorized as earthquakes, hurricanes, nuclear power, and oil spills. When a focusing event draws the public’s attention to the destruction of the incident, coalition and interest groups mobilize, and a Congressional hearing is conducted to assess present policy, make policy changes, or institute policy-making. Between the years of 1950 and 1978, focusing events also affected changes to the roles and responsibilities of the federal, state, and local governments. In studying focusing events, there are many variables that influence Congressional hearings. The perceived threat of a focusing event affects the agenda for a Congressional hearing. If the perceived threat is known and causes fear, the blame can be assigned to a specific group or cause. Prior to 1945, World War II dominated the focus of the Federal government. Floods, hurricanes, and earthquakes took second place to civil defense with the threat of the Cold War in 1950. The population within the United States perceived a viable threat from a known enemy to the homeland while the Federal government focused on national security policy. The fear of a nuclear attack from the Soviet Union caused states to develop civil defense laws and mutual aid agreements between states. The population did not perceive these actions as adequate and demanded that the U.S. Government also provide assistance against the nuclear threat. Congress conducted hearings and passed the Civil Defense Act of 1950 to assist in emergency preparedness on the homeland. If the time element for congressional action is short term, the agenda focuses on immediate emergency preparedness and response. If the time element for the threat is long term, the congressional agenda will include mitigation efforts. The trend has been toward recognition of the rightful place of fire prevention as a dual function of fire protection. An important development has been the establishment of a National Professional Qualifications System for state certification of fire service personnel at several levels of professional competence in the classifications of firefighter, fire inspector, fire investigator, public fire and safety educator, fire service instructor, and fire service officer. An integral part of fire prevention planning and education is instilling awareness to the public on how to act and what to do in the event of a fire, at home or in public places. Reading Assignment Chapter 4: Fire Prevention Through the Codes Process Chapter 5: Plan Review Unit Lesson Diamantes (2016) tells us that codes are “merely systemically arranged bodies of laws and rules; they tell us what to do or what not to do” (p. 62). Codes are written in the wake of research and develop what typically, and historically, have followed major incidents, such as fire, natural, and/or man-made disasters. Codes are written as safeguards for the future and, once implemented, should provide society with a reasonable degree of safety from harm. When a code is composed, it must be adopted. The organization who developed or wrote the code, typically adopts it first, such as the National Fire Protection Association (NFPA). The code might be submitted directly to a federal, state, or local government unit for acceptance (adoption). Then, it is handed over to the appropriate enforcement agency within the governmental unit. An example of appropriate governmental units might be the State Fire Marshal’s office or the local fire department’s Fire Prevention Bureau. When a state adopts a code, it is typically written into the acts of the year, in which the code was adopted as an official governing law. Upon adoption, at the federal level, it is applicable to all three levels of government, if so stipulated. In the case of fire codes, these are typically applicable to all levels of government. Keep in mind that while most people abhor government intervention, we need governmental input and support in order to develop and enact codes and standards in an effort to protect and preserve our society. Without codes and standards, our nation—as previously noted—would likely be reduced to smoldering ash and rubble. We must continually keep in mind that, in spite of the many established codes and standards now in place, there are those who continue to snub their noses and turn their backs on fire prevention. First, think of all the multi-story tenements in large metropolitan cities such as Boston, New York, Chicago, Dallas, and Los Angeles, to name a few. Next, consider the potential number of individual units or apartments. Now, think about a single electrical code violation in a 10-story, 40 unit building, on the lower eastside. The building owner is infamous and well-known to the Fire Prevention Bureau/Office for code violations, including blocked exits, piles of combustible rubbish in the basement, missing smoke and heat detectors, along with a variety of other violations. The building owner has been cited and fined so many times that his picture is affixed to a wall just outside the municipal code court. Running head: REFLECTION PAPER ON FIRE PREVENTION 1 REFLECTION PAPER ON FIRE PREVENTION 4 Reflection paper on fire prevention Historical event that had an effect on the modern fire prevention practices The Triangle Shirtwaist Factory fire that occurred in 1911 in New York City was the fatal calamity in the olden times of the city. The fire resulted to the demises of 146 clothing where some passed on from the fire, falling to their deaths or smoke breathing. Most of the victims came from Italy and were women aged between 16-23 years old (Getzinger, D., 2009).After the occurrence of Triangle Shirtwaist Company fire, some measurers were put in place including building codes and guidelines. These would cause fires less probable to flinch and blowout to the buildings in the vicinity. Fire prevention and fire suppression are some of the factors that started to be put in place. In addition, new systems and resources for avoiding fires were established. Hydrants, extinguishers, fire alarms, and sprinkler systems are devices that easened the response to fires more hastily and competently. More people started specializing in scheming, mounting, fixing, and preserving fire-prevention systems (Getzinger, D., 2009). Thoughts about the concepts from the unit’s Reading Assignment According to this article, the main motivation of fire departments is depression where it is believed that if fire departments were to respond to fire outbreaks and bring them under control, its obligations would be achieved. However, I differ with this concept because it concentrates on solving the problem of fire outbreak when it has already occurred instead of preventing it. In my view, more investment should be made on prevention measures rather than trying to solve the problem when it has already occurred. The article also mentions the integration of education of firefighters, investigators, inspectors, etc. Educating these groups of personnel make the fire prevention system strong and robust since it includes joined forces. One group of professionals alone cannot eradicate the entire issue of fire prevention. Therefore, the role of National Professional Qualifications System which is responsible for state certification of fire service personnel should be protected and supported (Mcguire-Wolfe, et al, 2013). According to this article, educating the public on the steps to take in case of fire occurrence is a key factor in fire prevention. This is crucial because the fire prevention personnel may not be in the point of fire incidence at the time of fire break out. Therefore, coordination with the public would help a great deal in reducing deaths caused by fires. However, this article mentions education of all people irrespective of age. Some of the fire victims are infants and training them on fire prevention measures may not be of help sinc.

Fire losses (deaths, injuries and destruction of property) in First Nation communities, particularly those on remote First Nations lands, far exceed those in comparable offreserve communities. The First Nations per capita fire incidence rate is 2.4 times the per-capita rate for the rest of Canada. The death rate is 10.4 times greater; the fire injury rate is 2.5 times greater; and the fire damage per unit is 2.1 times greater. The key to reducing fire-related losses is to address the regulatory gap governing fire protection on-reserve. The primary long term priority involves finalizing and implementing a plan to address the regulatory gap, based on research and analysis conducted over the short and medium-term. Long-term activities also include evaluating progress under the strategy and planning for future requirements.

MOS 6801, Emergency Management 1 Course Learning Outcomes for Unit III Upon completion of this unit, students should be able to: 1. Analyze disasters and the evolution of emergency management from 1900 to present time. 1.1 Investigate disasters between 1950-1978 that became focusing events. 1.2 Analyze a focusing event during this time frame to identify the contributing factors, the affected population, and the policy changes or positive outcomes. 2. Unit Lesson How Focusing Events Effect Policy–Part II Since 1950, natural and man-made disasters have influenced the agenda-settings of Congressional hearings. These major disasters or focusing events are categorized as earthquakes, hurricanes, nuclear power, and oil spills. When a focusing event draws the public’s attention to the destruction of the incident, coalition and interest groups mobilize, and a Congressional hearing is conducted to assess present policy, make policy changes, or institute policy-making. Between the years of 1950 and 1978, focusing events also affected changes to the roles and responsibilities of the federal, state, and local governments. In studying focusing events, there are many variables that influence Congressional hearings. The perceived threat of a focusing event affects the agenda for a Congressional hearing. If the perceived threat is known and causes fear, the blame can be assigned to a specific group or cause. Prior to 1945, World War II dominated the focus of the Federal government. Floods, hurricanes, and earthquakes took second place to civil defense with the threat of the Cold War in 1950. The population within the United States perceived a viable threat from a known enemy to the homeland while the Federal government focused on national security policy. The fear of a nuclear attack from the Soviet Union caused states to develop civil defense laws and mutual aid agreements between states. The population did not perceive these actions as adequate and demanded that the U.S. Government also provide assistance against the nuclear threat. Congress conducted hearings and passed the Civil Defense Act of 1950 to assist in emergency preparedness on the homeland. If the time element for congressional action is short term, the agenda focuses on immediate emergency preparedness and response. If the time element for the threat is long term, the congressional agenda will include mitigation efforts. The trend has been toward recognition of the rightful place of fire prevention as a dual function of fire protection. Major fire departments are beginning to include fire prevention training as part of their basic training programs, and more attention is being paid to the subject of fire prevention. An important development has been the establishment of a National Professional Qualifications System for state certification of fire service personnel at several levels of professional competence in the classifications of firefighter, fire inspector, fire investigator, public fire and safety educator, fire service instructor, and fire service officer. An integral part of fire prevention planning and education is instilling awareness to the public on how to act and what to do in the event of a fire, at home or in public places. Any assessment of human reactions anticipated in a fire emergency must take into account individuals of all ages, health classifications, physiques, occupations, and temperaments. Reading Assignment Chapter 4: Fire Prevention Through the Codes Process Chapter 5: Plan Review Unit Lesson Diamantes (2016) tells us that codes are “merely systemically arranged bodies of laws and rules; they tell us what to do or what not to do” (p. 62). Codes are written in the wake of research and develop what typically, and historically, have followed major incidents, such as fire, natural, and/or man-made disasters. Codes are written as safeguards for the future and, once implemented, should provide society with a reasonable degree of safety from harm. When a code is composed, it must be adopted. The organization who developed or wrote the code, typically adopts it first, such as the National Fire Protection Association (NFPA). The code might be submitted directly to a federal, state, or local government unit for acceptance (adoption). Then, it is handed over to the appropriate enforcement agency within the governmental unit. An example of appropriate governmental units might be the State Fire Marshal’s office or the local fire department’s Fire Prevention Bureau. When a state adopts a code, it is typically written into the acts of the year, in which the code was adopted as an official governing law. Upon adoption, at the federal level, it is applicable to all three levels of government, if so stipulated. In the case of fire codes, these are typically applicable to all levels of government. Keep in mind that while most people abhor government intervention, we need governmental input and support in order to develop and enact codes and standards in an effort to protect and preserve our society. Without codes and standards, our nation—as previously noted—would likely be reduced to smoldering ash and rubble. We must continually keep in mind that, in spite of the many established codes and standards now in place, there are those who continue to snub their noses and turn their backs on fire prevention. First, think of all the multi-story tenements in large metropolitan cities such as Boston, New York, Chicago, Dallas, and Los Angeles, to name a few. Next, consider the potential number of individual units or apartments. Now, think about a single electrical code violation in a 10-story, 40 unit building, on the lower eastside. The building owner is infamous and well-known to the Fire Prevention Bureau/Office for code violations, including blocked exits, piles of combustible rubbish in the basement, missing smoke and heat detectors, along with a variety of other violations. The building owner has been cited and fined so many times that his picture is affixed to a wall just outside the municipal code court. Running head: REFLECTION PAPER ON FIRE PREVENTION 1 REFLECTION PAPER ON FIRE PREVENTION 4 Reflection paper on fire prevention Historical event that had an effect on the modern fire prevention practices The Triangle Shirtwaist Factory fire that occurred in 1911 in New York City was the fatal calamity in the olden times of the city. The fire resulted to the demises of 146 clothing where some passed on from the fire, falling to their deaths or smoke breathing. Most of the victims came from Italy and were women aged between 16-23 years old (Getzinger, D., 2009).After the occurrence of Triangle Shirtwaist Company fire, some measurers were put in place including building codes and guidelines. These would cause fires less probable to flinch and blowout to the buildings in the vicinity. Fire prevention and fire suppression are some of the factors that started to be put in place. In addition, new systems and resources for avoiding fires were established. Hydrants, extinguishers, fire alarms, and sprinkler systems are devices that easened the response to fires more hastily and competently. More people started specializing in scheming, mounting, fixing, and preserving fire-prevention systems (Getzinger, D., 2009). Thoughts about the concepts from the unit’s Reading Assignment According to this article, the main motivation of fire departments is depression where it is believed that if fire departments were to respond to fire outbreaks and bring them under control, its obligations would be achieved. However, I differ with this concept because it concentrates on solving the problem of fire outbreak when it has already occurred instead of preventing it. In my view, more investment should be made on prevention measures rather than trying to solve the problem when it has already occurred. The article also mentions the integration of education of firefighters, investigators, inspectors, etc. Educating these groups of personnel make the fire prevention system strong and robust since it includes joined forces. One group of professionals alone cannot eradicate the entire issue of fire prevention. Therefore, the role of National Professional Qualifications System which is responsible for state certification of fire service personnel should be protected and supported (Mcguire-Wolfe, et al, 2013). According to this article, educating the public on the steps to take in case of fire occurrence is a key factor in fire prevention. This is crucial because the fire prevention personnel may not be in the point of fire incidence at the time of fire break out. Therefore, coordination with the public would help a great deal in reducing deaths caused by fires. However, this article mentions education of all people irrespective of age. Some of the fire victims are infants and training them on fire prevention measures may not be of help sinc.

Fire losses (deaths, injuries and destruction of property) in First Nation communities, particularly those on remote First Nations lands, far exceed those in comparable offreserve communities. The First Nations per capita fire incidence rate is 2.4 times the per-capita rate for the rest of Canada. The death rate is 10.4 times greater; the fire injury rate is 2.5 times greater; and the fire damage per unit is 2.1 times greater. The key to reducing fire-related losses is to address the regulatory gap governing fire protection on-reserve. The primary long term priority involves finalizing and implementing a plan to address the regulatory gap, based on research and analysis conducted over the short and medium-term. Long-term activities also include evaluating progress under the strategy and planning for future requirements.
