On clique pour le CRLB-Virtuel : A mine of useful information for people
with physical disabilities!

The problem: people with disabilities face daily the unavailability of certain
information necessary to everyday life, and this, in spite of the evolution of the
information and communication technologies (ICT). Prior to the development of
the CRLB-virtuel directories, few instances were able to specify the level of
accessibility of places of recreation/sports/health that can meet the needs of
persons with reduced mobility.
Objectives: liked to the strategic orientation of the CRLB to be at the cutting edge
of technology, the development of directories puts forward a complementary and
non-traditional service to centralize information relevant to persons with physical
disabilities.
More specifically, the objective of the project was to produce virtual tools that
mapped and rated the level of accessibility of different health-sports-leisure
places for persons moving in a manual or motorized wheelchair. They should
also describe the accessibility of the services under the concept of universal
accessibility for motor, visual and hearing impairments, and this, for the whole of
the territories of the island of Montreal.
Methodology: A research project was conducted with clients and managers of the
CRLB where more than 250 people participated in a survey and focus groups.
The results were an opportunity to clearly identify the needs of persons with
physical disabilities and key organizational issues.
From these data, the team made an inventory of the literature and undertook a
consultation with experts to deepen notions of universal and architectural
accessibility. Assessment grids have been developed and about 400 places
were then listed and assessed according to recognized criteria by a skilled
workforce.
The results: since October 2012, the applications of the CRLB-virtuel, developed
in compliance with Web accessibility standards, have become references that
allow users of the CRLB, clinicians of the health and social services network and
the general public to have access to a wealth of useful information. From the site
http://luciebruneau.qc.ca/FR/repertoire/ , people with physical disabilities can
now search, select and validate remotely, where they are preparing to visit.
Offering free access to information in connection with accessible health-sports-
leisure places, the CRLB offers an innovative alternative to the integration of
persons with disabilities on the territory of Montréal. It educates and informs the
various bodies of the importance of the new realities of an inclusive society.

La problématique: Les personnes handicapées se heurtent quotidiennement à
l’indisponibilité de certaines informations nécessaires à la vie quotidienne, et ce,
malgré l’évolution des technologies de l’information et de la communication
(TIC). Avant d’entreprendre le développement des répertoires du CRLB-Virtuel,
peu d’instances étaient en mesure de préciser le niveau d’accessibilité des lieux
de loisirs/sports/santé pouvant répondre aux besoins des personnes à mobilité
réduite.
Les objectifs: En lien avec l’orientation stratégique du CRLB d’être à la fine
pointe de la technologie, le développement des répertoires met de l’avant une
offre de services complémentaire et non traditionnelle de façon à centraliser
l’information pertinente aux personnes ayant une déficience physique.
Plus spécifiquement, l’objectif du projet était de produire des outils virtuels qui
cartographieraient et coterait le niveau d’accessibilité des différents lieux
loisirs/sports/santé pour les personnes se déplaçant en fauteuil roulant manuel
ou motorisé. Ils devaient également décrire l’accessibilité des services selon le
concept d’accessibilité universelle pour la déficience motrice, visuelle et auditive,
et ce, pour l’ensemble des territoires de l’île de Montréal.
Méthodologie: Un projet recherche a été mené auprès de la clientèle et des
gestionnaires du CRLB où plus de 250 personnes ont participé à un sondage et
à des groupes de discussion. Les résultats furent l’occasion d’identifier
clairement les besoins des personnes ayant une déficience physique et les
principaux enjeux organisationnels.
À partir de ces données, l’équipe du projet a recensé des écrits et entrepris une
consultation auprès d’experts afin d’approfondir les notions d’accessibilité
universelle et architecturale. Des grilles d’évaluation ont été développées et
environ 400 lieux ont été ensuite répertoriés et évalués selon des critères
reconnus, et ce, par une main-d'œuvre qualifiée.
Les résultats: Depuis octobre 2012, les applications du CRLB-Virtuel,
développées en conformité avec les normes d’accessibilité du Web, sont
devenues des références qui permettent aux usagers du CRLB, aux cliniciens du
réseau de la santé et des services sociaux et aux personnes du grand public
d’avoir accès à une mine de renseignements utiles. À partir du site
http://luciebruneau.qc.ca/fr/repertoire/, les personnes ayant une déficience
physique peuvent désormais rechercher, sélectionner et valider à distance, les
lieux qu’elles s’apprêtent à visiter.
En offrant gratuitement l’accès aux informations en lien avec les lieux de
loisirs/sports/santé accessibles, le CRLB offre une alternative novatrice à
l’intégration des personnes handicapées sur le territoire de Montréal. Il
sensibilise et renseigne les différentes instances de l’importance des nouvelles
réalités d’une société inclusive.
