Creation of New Markets Economic Revitalization Users (Enjoy a diversity of services) ■ MVNOs (Mobile Virtual Network Operators) provide telecommunications service without setting up their own wireless facilities. ■ MNO goes beyond simple telecommunications service provision to implement vertically integrated business including content/application layer, represented by music and game distribution, and alliance with financial services. ■ It is expected players in other areas come as MVNOs into the mobile communications market and build up new business models. ■ A “win-win” relationship can be built between MNO and MVNO. MVNO Business Guideline June 2002  The guideline was released. February 2007  The 1st revision  of the guideline  was released. May 2008  The 2nd revision  of the guideline  was released. ● Legal interpretation of Telecommunications Business Act and Radio Act, applied to the relationship between MNOs and MVNOs ● It made clear the relationship between MNOs and MVNOs can be either interconnection between MNOs and MVNOs or wholesale of MNOs’ services to MVNOs. ● More concrete interpretations were added in the guideline, reflecting the commets by MVNOs. November 2007  The resolution was released in the dispute on interconnection between  NTT DoCoMo and Japan Communications Inc.  ● The first case on the dispute settlement relating to MVNOs. ● The agreement was reached between them in June 2008. 10

Looking at the direction of future development for BWA and the terminal market, by 2010, this issue of SIM unlock will be concluded at the timing of 2010. Creation of New Markets Economic Revitalization Users (Enjoy a diversity of services) ■ MVNOs (Mobile Virtual Network Operators) provide telecommunications service without setting up their own wireless facilities. ■ MNO goes beyond simple telecommunications service provision to implement vertically integrated business including content/application layer, represented by music and game distribution, and alliance with financial services. ■ It is expected players in other areas come as MVNOs into the mobile communications market and build up new business models. ■ A “win-win” relationship can be built between MNO and MVNO.   • 8. MVNO Business Guideline June 2002 The guideline was released. February 2007 The 1st revision of the guideline was released. May 2008 The 2nd revision of the guideline was released. ● Legal interpretation of Telecommunications Business Act and Radio Act, applied to the relationship between MNOs and MVNOs ● It made clear the relationship between MNOs and MVNOs can be either interconnection between MNOs and MVNOs or wholesale of MNOs’ services to MVNOs. ● More concrete interpretations were added in the guideline, reflecting the commets by MVNOs. November 2007 The resolution was released in the dispute on interconnection between NTT DoCoMo and Japan Communications Inc. ● The first case on the dispute settlement relating to MVNOs. ● The agreement was reached between them in June 2008. 10
