This is a GS-09/11 position that is located at the 70th Troop Command in Jefferson Barracks, MO
United States 1 vacancy

Incumbent will be assigned to Position Description Number D2065000 in SPMD 2240


APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-
bargaining unit position.

NATIONAL GUARD MEMBERSHIP REQUIRED: This is an Excepted position that requires
active membership in a compatible skill in the Missouri Army National Guard and wear of the
military uniform. Acceptance of an excepted position constitutes concurrence with these
requirements as a condition of employment. Applicants who are not currently enlisted in the
Missouri Army National Guard must be eligible for immediate enlistment or appointment. For

MILITARY REQUIREMENTS: Selected candidate will be required to be in a compatible military
assignment prior to effective date of placement. Selected candidate must be MOS qualified within
12 months from date of appointment.

Maximum Military Grade - MAJ (O-4)

Officer – AOC 01A; or predominate AOC of the organization

Supervisor must verify that selected individual occupies a compatible military position.
Technicians will not be militarily senior to their full-time supervisor or wage leader (grade
inversion).

IMPORTANT NOTES: Permanent Change of Station (PCS) may be authorized to Missouri
Technicians if in the best interest of the government and availability of funds. Required Security
Clearance is Noncritical Sensitive.
Failure to complete management prescribed courses for full-time support personnel
within the first year of employment or assignment, may be cause for reassignment or
termination.

This position will be filled at the GS-09 trainee grade or the target grade of GS-11. An applicant
who is selected at the trainee grade will have potential for promotion to the target grade of GS-11
without further competition. Promotion to full operating/journeyman level will be made after
qualifications and eligibility requirements have been met and the incumbent is performing at the
higher level in a satisfactory manner.

DUTIES: Formulates, oversees and evaluates the overall training programs of the command.
Determines the organization's training needs through analysis and interpretation of a wide variety
of directives, programs, and objectives of the Department of the Army, National Guard Bureau,
major Army headquarters and/or higher headquarters. Responsible for the scheduling and
coordination of the use of training sites and facilities. Maintains liaison with personnel at state
operated or regular Army operated training sites. Coordinates with maintenance and supply
personnel to ensure that equipment and supplies are available and ready for training activities.
Prepares plans and reports pertaining to readiness and mobilization. Serves as security
coordinator for the command. Acts as Test Control Officer for the command. Supervises a lower
graded Training Technician who provides assistance in the preparation and review of training
directives, operation orders, mobilization planning, and readiness reporting. Performs other duties
as assigned.


QUALIFICATIONS REQUIRED:

GS-11 Specialized Experience: Must have 36 months of specialized experience which
demonstrates ability to develop yearly and/or longer education/training plans and to oversee and
evaluate the effectiveness of these plans. Experience formulating and evaluating training
programs. Experience determining education/training needs through analysis and interpretation of
a wide variety of directives, programs and objectives. Experience in securing and coordinating the
use of training sites, facilities and materials. Experience receiving, consolidating and analyzing
data from subordinate levels and to following agency directives in using data to prepare plans and
reports.

GS-09 Specialized Experience: Must have 24 months of specialized experience which
demonstrates your ability to follow agency directives to develop yearly and/or longer
education/training plans and to oversee and evaluate the effectiveness of these plans; determine
requirements and secure and coordinate the use of training sites, facilities and materials; receive,
consolidate and analyze data from subordinate levels; and ability to communicate through both
oral and written communications sufficient to communicate ideas and guidance.

General Experience: Experience, education, or training which demonstrates progressively
responsible clerical experience or other work which demonstrates ability to acquire and to apply a
practical knowledge and understanding of the program objectives, policies, procedures, and
requirements relating to the work of this position.
OTHER REQUIREMENTS:
To be eligible for Federal employment, male applicants born after December 31, 1959, must
certify at the time of appointment that you have registered with the Selective Service System, or
are exempt from having to do so under Selective Service law.

MISSOURI NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT JOB TITLE: TRAINING TECHNICIAN JOB ANNOUNCEMENT NUMBER: NG754814 SALARY RANGE: $47,448.00 to $74,628.00 / Per Year OPEN PERIOD: Tuesday, September 25, 2012 to Wednesday, October 17, 2012 SERIES & GRADE: GS-1702-09/11 POSITION Full Time - Excepted Service Permanent INFORMATION: DUTY LOCATIONS: 1 vacancy in the following location: Jefferson Barracks, MO United States WHO MAY BE All qualified Missouri traditional guard members and those eligible for CONSIDERED: enlistment, appointment or transfer into the Missouri Army National Guard. This is a GS-09/11 position that is located at the 70th Troop Command in Jefferson Barracks, MO United States 1 vacancy Incumbent will be assigned to Position Description Number D2065000 in SPMD 2240 APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non- bargaining unit position. NATIONAL GUARD MEMBERSHIP REQUIRED: This is an Excepted position that requires active membership in a compatible skill in the Missouri Army National Guard and wear of the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Missouri Army National Guard must be eligible for immediate enlistment or appointment. MILITARY REQUIREMENTS: Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - MAJ (O-4) Officer – AOC 01A; or predominate AOC of the organization Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). IMPORTANT NOTES: Permanent Change of Station (PCS) may be authorized to Missouri Technicians if in the best interest of the government and availability of funds. Required Security Clearance is Noncritical Sensitive.
  • 2. Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination. This position will be filled at the GS-09 trainee grade or the target grade of GS-11. An applicant who is selected at the trainee grade will have potential for promotion to the target grade of GS-11 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner. Determines the organization's training needs through analysis and interpretation of a wide variety of directives, programs, and objectives of the Department of the Army, National Guard Bureau, major Army headquarters and/or higher headquarters. Responsible for the scheduling and coordination of the use of training sites and facilities. Maintains liaison with personnel at state operated or regular Army operated training sites.
