• Mid 2013 for supplemental/proposed rule
– Update technical specs (including enforcement
communications protocols and specific
functionalities of EOBR units)
• Wider mandate (all those required to carrier
and maintain log books)
• Address issues raised by courts, but not
included in original rule makings.

4. What carriers should expect in terms of EOBR (USA)
• Final Rule 2014
• Compliance Required by Mid 2016

5. Canada EOBR Update
• Carriers should expect Canada will follow
similar technical guidelines as USA EOBR
requirements
• Policy review targeted for mid to late 2013
• Political support and direction across Canada
in progress.
• Development of EOBR Enforcement Policy
target date of 2013

6. What carriers should expect in terms of EOBR (Canada)
• The goal is to have EOBR compliance timing
similar to USA, that is Mid 2016

7. HOS Update USA & Canada

8. USA Hours of Service Update
• Not to be confused with EOBR initiatives
• July 1, 2013 Compliance date – do not assume
courts will rule in favour of industry
• Major Changes to be aware of:
– Restrictions on 34 hour reset (2x1to5am)
– Rest break provisions (8 hrs or less after break)
• Court decision could go either way. Advice
here is be prepared.
