15. The number of European professors in American universities ranges from 1 to 4 percent of all senior academic staff in the professors' home countries. The magnitude of this brain drain has begun to cause considerable concern in the European Union. But if Europeans are worried about the migration of their academics to the United States, then Israelis should be nothing less than alarmed: The number of Israeli scholars in the U.S. represents one-quarter of the total senior faculty in Israeli academia (including the non-research colleges). The outward migration is distinguished not only by the number of those who leave, but also by their quality. As can be seen in the diagram, the proportion of Israelis in the top 40 American universities is unparalleled. The number of Israeli physicists in just the leading American departments is one-tenth the entire number of physicists in Israeli research universities. The share of top Israeli chemists in America accounts for one-eighth the entire discipline in Israel. How did this happen? “ איך הגענו עד הלום ? חלקם של תקציבי האוניברסיטאות בישראל בתוצר המקומי ב -1979 היה זהה לחלקם של תקציבי האוניברסיטאות הציבוריות בארה " ב בתוצר האמריקאי ב -1980. מאז ועד שנת 2000 ( השנה האחרונה שעליה פורסמו בארה " ב נתונים ), גדל היחס בין תקציבי האוניברסיטאות לבין התוצר בארה " ב ב -23%, וירד ב -15% בישראל . ובכלל , היחס בין תקציבי האוניברסיטאות ובין התוצר הישראלי נמוך היום ב -38% לעומת רמתו ב -1977 . לאחר הכנסת תיקונים הנובעים מההבדלים ברמת החיים , ההוצאה הציבורית לסטודנט במערכת ההשכלה הגבוהה בישראל ב -2004 היתה נמוכה מממוצע ה -OECD ב -26% . למעשה , מדד זה - המשקף את השינויים בהוצאה הציבורית לסטודנט לעומת השינויים בתוצר לנפש - אינו נמוך רק ביחס למדינות אחרות , הוא נמוך ב -32% ממה שישראל עצמה הוציאה ב -1977 . במשך 30 שנה של הזנחה בתקצוב ובתפקוד לא השכלנו למצוא את הדרך לשמור או להחזיר לאוניברסיטאות המחקר חלק ניכר מהדור של חוקרים ומדענים ישראלים מצטיינים . בזמן שאלה נשארו בחוץ , הלך הדור שהקים את האוניברסיטאות והזדקן . לפי נתוני הוועדה לתכנון ולתקצוב , הפועלת במסגרת המועצה להשכלה גבוהה , חלקם של המרצים בני ה -55 ומעלה בארה " ב הינו שליש , באוסטרליה רבע ובאנגליה - שישית בלבד . בישראל , כמחצית מחברי הסגל הבכיר הם בני 55 ומעלה . המשמעות : בתוך עשור אחד בלבד , חצי מכלל המרצים הנוכחיים - אלה שהביאו את ישראל אל חזית הידע האנושית והעניקו לנו את היתרון האיכותי בתחומי הכלכלה והביטחון - יפרשו . מי יחליף אותם "? ציטוט ממאמרו של פרופ ' דן בן דוד ( אונ ' תל אביב ).
