GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN ANNOUNCES A
TEMPORARY CHANGE TO MARINE CORPS POLICY CONCERNING THE
CONTINUATION OF TWICE PASSED MAJORS AND TWICE PASSED
CAPTAINS. THIS MESSAGE ANNOUNCES A CHANGE TO THE POLICY
DESCRIBED IN REF A, PARAGRAPH 2005, SUB-PARAGRAPH 2.F.4.B
WHICH STATES; "MARINE CORPS POLICY IS TO NOT
INVOLUNTARILY SEPARATE MAJORS, EXCEPT FOR SHOW CAUSE OR
COURT MARTIAL PROCEEDINGS, UNTIL RETIREMENT
ELIGIBLE". THIS POLICY RESULTED IN ALL TWICE PASSED
2. MAJORS (AND THOSE TWICE PASSED CAPTAINS WITH OVER 15
YEARS OF SERVICE) BEING SELECTED FOR CONTINUATION UNTIL
RETIREMENT ELIGIBLE, EXCEPT THOSE SEPARATED FOR SHOW
CAUSE OR COURT MARTIAL PROCEEDINGS. EFFECTIVE
IMMEDIATELY, MARINE CORPS POLICY IS TO SELECT FOR
CONTINUATION ONLY THOSE TWICE PASSED MAJORS AND TWICE
PASSED CAPTAINS WHOSE CONTINUED SERVICE IS IN THE BEST
INTERESTS OF THE MARINE CORPS BASED ON THE NEEDS OF THE
MARINE CORPS IN ACCORDANCE WITH CRITERIA ESTABLISHED BY
THE SECRETARY Of THE NAVY. THIS POLICY CHANGE MAY RESULT
IN SOME OFFICERS NOT BEING SELECTED FOR CONTINUATION AND
SUBJECT TO INVOLUNTARY SEPARATION AS OUTLINED BELOW.
2. CONTINUATION BOARDS CONVENE IMMEDIATELY FOLLOWING
PROMOTION SELECTION BOARDS TO CONSIDER ELIGIBLE
OFFICERS. BEGINNING WITH THE CONTINUATION BOARDS THAT
FOLLOW THE FY15 U.S. MARINE CORPS REGULAR LIEUTENANT
COLONEL AND MAJOR PROMOTION SELECTION BOARDS, THE MARINE
CORPS MAY SELECT FOR CONTINUATION TO 20 YEARS OF ACTIVE
SERVICE, UP TO 100 PERCENT OF MAJORS WHO TWICE FAILED
SELECTION FOR PROMOTION TO LIEUTENANT COLONEL AND
CAPTAINS (WITH OVER 15 YEARS OF SERVICE) WHO TWICE FAILED
SELECTION FOR PROMOTION TO MAJOR. PER REFS B, C AND D,
SELECTION FOR CONTINUATION WILL BE SUBJECT TO THE NEEDS
OF THE MARINE CORPS IN ACCORDANCE WITH CRITERIA
ESTABLISHED BY THE SECRETARY OF THE NAVY. THE OFFICERS
SELECTED WILL BE CONTINUED UNTIL ELIGIBLE FOR RETIREMENT
AT 20 YEARS ACTIVE SERVICE UNDER THE PROVISION OF SECTION
6323 OF TITLE 10, U.S. CODE.
3. OFFICERS NOT SELECTED FOR CONTINUATION, WHO, ON THE
DATE OF INVOLUNTARY DISCHARGE, WOULD HAVE OVER 15 BUT
LESS THAN 18 YEARS OF ACTIVE SERVICE, WILL BE PROVIDED
THE OPPORTUNITY TO REQUEST EARLY RETIREMENT IN LIEU OF
INVOLUNTARY SEPARATION UNDER TEMPORARY EARLY RETIREMENT
AUTHORITY (TERA). PER REF E, THOSE OFFICERS NOT SELECTED
FOR CONTINUATION WHO ARE NOT ELIGIBLE FOR, OR ARE
ELIGIBLE AND DO NOT APPLY FOR, EARLY RETIREMENT WILL BE
INVOLUNTARILY DISCHARGED ON THE DATE REQUESTED BY THE
OFFICER AND APPROVED BY THE SECRETARY AND MUST SEPARATE
ON OR BEFORE THE FIRST DAY OF THE SEVENTH CALENDAR MONTH
BEGINNING AFTER THE MONTH IN WHICH THE PRESIDENT (OR
DESIGNEE) APPROVES THE REPORT OF THE RESPECTIVE PROMOTION
SELECTION BOARD. OFFICERS WHO REQUEST, AND ARE APPROVED
3. FOR, EARLY RETIREMENT MUST RETIRE NO LATER THAN THE FIRST
DAY OF THE SEVENTH CALENDAR MONTH BEGINNING AFTER THE
MONTH IN WHICH THE PRESIDENT (OR DESIGNEE) APPROVES THE
REPORT OF THE RESPECTIVE PROMOTION SELECTION BOARD.
4. PER REF F, OFFICERS PENDING LEGAL ACTION OR
PROCEEDINGS, ADMINISTRATIVE SEPARATION FOR CAUSE, OR
DISABILITY SEPARATION OR RETIREMENT WILL NOT BE ELIGIBLE
FOR TERA.
5. OFFICERS WITH OVER 18 YEARS ACTIVE SERVICE ON THE
FIRST DAY OF THE SEVENTH CALENDAR MONTH BEGINNING AFTER
THE MONTH IN WHICH THE PRESIDENT (OR DESIGNEE) APPROVES
THE REPORT OF THE RESPECTIVE PROMOTION BOARD WILL BE
AUTOMATICALLY CONTINUED PER REFERENCE (C).
6. HQMC, MMSR WILL SEND EACH OFFICER NOT SELECTED FOR
CONTINUATION A NAVAL LETTER EXPLAINING THE LAWS AND
POLICIES REGARDING INVOLUNTARY DISCHARGE AND COORDINATING
INSTRUCTIONS FOR SUBMISSION OF AN EARLY RETIREMENT
REQUEST.
