The two-day workshop organized by the Asia-Pacific Center for Security Studies will examine issues of identity and security in Southeast Asia's diverse region in the context of cyberspace. On day one, participants will discuss the challenges of identity-based extremism and how it functions to radicalize groups. Day two focuses on opportunities and constraints for regional cooperation in the cyber domain. The goal is to facilitate discussions between subject matter experts and alumni to develop common perspectives on challenges in the region and ways to strengthen cooperative security initiatives for addressing identity-based issues.

Workshop Outline
The Asia-Pacific Center for Security Studies (APCSS) Alumni Continuing Engagement 2-day
workshop entitled ‘Cyberia: Identity, Cyberspace and National Security’ will focus on the issue
of identity and security in Southeast Asia. The region, one of the most ethnically, culturally and
linguistically diverse in the world, is also host to deeply entrenched ethnic hostility creating
security concerns among the countries.
The workshop will examine national, ethnic and cultural self-representations in the cyber
domain, the increasing impact on the social, political, economic development and security in
the region and identify best practices to manage identity-based issues in cyberspace.
Goals: To conduct, through prominent subject matter experts, some active learning
sessions where an opportunity for the right interagency mix of our Alumni to share
experiences and practices, will through carefully focused and facilitated discussions:
1. enable a well-founded conversation about regional realities and help gain a
common frame of reference to build a shared understanding of current actors,
challenges and opportunities within the region
2. stimulate thinking related to strengthening and integrating whole of government
approaches to mitigate violence resulting from identity-based extremism
3. help build common perspectives and capacities of participating countries to
respond more effectively to challenges
4. set the context for next steps needed to improve cooperative security initiatives and
systems related to the issue of identity-based extremism
5. foster greater connectivity among the community of inter- and intra-state actors
Methodology
On Day 1, participants will articulate experiences and perceptions of identity-based exclusion
and extremism
Day 2, participants will share experiences and perceptions of the use of cyberspace and
formulate a set of opportunities and constraints in regional cooperation in the cyber domain.
Daily sessions include plenary and panel overviews to frame issues for facilitated discussion
by participants in plenary and small work group sessions.
