Established in 1955 by the late Aubrey Lee Brooks, these scholarships are for high school seniors from 14 NC counties. NCSEAA provides administration for the Brooks Foundation.

2. Aubrey Lee Brooks
• Born in 1871 in Person County
• My mother…watched over me like a guardian angel. Her constant admonition was
that I must, at whatever sacrifice, acquire a college education. But that took money,
and we had no money.
• Practiced law throughout North Carolina
• Active in state and national politics
• Endowed the UNC Press
(whose building is named for him)
• Other charitable giving included the Boy Scouts
and the Presbyterian Church
• Died in 1958
Aubrey Lee Brooks Foundation
• Trust established in 1955 by Aubrey Lee Brooks
• Sole purpose: administration of this scholarship
• Endowed with 8,000 shares in Jefferson Standard Life
Insurance Company
• Board of Trustees consisting of Mr. Brooks’ descendents;
the President, Vice President and Secretary of the UNC
system; the Chancellors of NC State, UNC Chapel Hill and
UNC Greensboro
• Secretariat provided by NCSEAA

• …had I not been the recipient of a loan
in the amount of fifty dollars I would
not have been able to attend the
University of North Carolina.
• I have designated the University of
North Carolina (Consolidated) and the
three campuses of which it is comprised
as the means whereby the education
and training of those selected should be
accomplished. I have done this in the
ardent belief that the University, more
than any single source, has stimulated
and inspired the qualities of
purposefulness and spirit which have
been identified with the progress of
North Carolina.
• I deem it proper to state why I selected the people of the Counties comprising the old
“Imperial Fifth Congressional District” to be the beneficiaries of this trust: …I was born
and reared in Person County and began the practice of law at Roxboro in 1893….
Naturally, I have an attachment for the good people of the District and the wish to award
scholarships to their deserving boys and girls.
4. Scholarship Amount:
• I suggest that the scholarships defray
approximately one-half (or currently $500) of the
costs of education for each recipient and that they
be awarded for a period of four academic years
provided the recipient maintains satisfactory
standards of scholarship and deportment.
• Amount is adjusted annually based on the
availability of trust funds and the cost of
attendance at the most expensive of the
three qualifying institutions
• Scholarship amount for 2012-13:
• Scholarship: $11,100
• One-time Computer allowance: $2,500
• Additional/optional funding for up to
three summer educational
opportunities
5. Scholarship Criteria:
• From the Trust Agreement:
The Aubrey Lee Brooks Scholarships
shall be awarded on the basis of
academic standing, character,
leadership, financial need, and the will
of the recipient to help himself or herself
prepare for a career as a useful and
informed citizen. Particular
consideration shall be given to financial
need.
6. Eligibility Criteria:
• Eligible applicants must:
• Be a North Carolina resident and a graduating
high school senior permanently residing in
one of the following counties:
Alamance Orange
Bertie Person
Caswell Rockingham
Durham Stokes
Forsyth Surry
Granville Swain
Guilford Warren
• Demonstrate financial need as determined by the
Brooks Foundation based on the information submitted on
the Free Application for Federal Student Aid (FAFSA) form: FAFSA.gov.
• Be admitted to at least one of the qualifying institutions:
North Carolina State University
University of North Carolina at Chapel Hill
University of North Carolina at Greensboro
• Complete the Brooks Scholarship Application and submit all required documents by
the deadline: January 31st.
7. Selection Criteria:
• Recipients are selected on the basis of:
• Financial need
• Academic merit:
• High school grades,
coursework, class rank
• SAT/ACT scores
• Service and leadership:
• Extracurricular activities
• Community service
• Work experience
• Application essay
• Interview
8. Application Process:
• Brooks Scholarship Application: available through CFNC.org/Brooks (in November); application is
online only – no paper applications accepted
• Academic & Personal References: student provides emails for his/her references; references
receive an email with a link to the online form after the student submits the scholarship application
• High School Transcripts: can be submitted
• Via CFNC’s Transcript Manager: https://www1.cfnc.org/ExternalScripts/My_CFNC/transcripts.asp (preferred)
• By fax/email from the high school
• By mail
• SAT/ACT scores: can be submitted
• On the high school’s transcript
• From College Board/ACT directly (SAT Code 5757; ACT Code 3190)
• By fax/email from the high school

• Free Application for Federal Student Aid (FAFSA): completed online through FAFSA.gov as early as
January 1 and no later than January 31st. Student may estimate income information to meet the
early deadline; Foundation confirms data with attending school prior to scholarship disbursement
• College Admissions Application: student must be accepted to one of the three qualifying
universities; Foundation confirms admission with the university
9. Selection Process:
• Applications and documents received at
NCSEAA:
• Completed applications reviewed
• Financial need of applicants assessed
• Complete applications for needy students
referred to County Committees
• County Committee:
• Composed of local school representative,
alumni designees for NCSU, UNCCH and
UNCG
• Reviews applications
• Interviews applicants
• Recommends finalists and alternates
• Central Selection Committee:
• Composed of three faculty/staff members from each qualifying university, selected
by the Chancellor of each
• Reviews recommended finalists (and alternates when necessary)
• Selects recipients (and designates alternate recipients)
• NCSEAA notifies applicants, County Committees and school systems of final decisions
10. Application Statistics for 2012-13:
• 467 total applications submitted
• 189 were not completed
• 123 had no financial need
• 278 complete applications, of
which 155 were eligible and needy
• 17 recipients selected
• 2 offers declined (to attend
non-qualifying institutions on
scholarship)
• 2 alternates awarded in place
of declined awards
11. Additional Funding for Summer Education Opportunities:
• During the summers following the student’s 1st, 2nd and 3rd
academic years.

• Funding is usually sufficient for
all student expenses.
