2. The objective of study: To clarify the concept of electronic learning and its characteristics and display proposal to apply it in basic education in the Sultanate of Oman.
3. Introduction In today's knowledge economy, learning is needed to survive and to thrive. In this sense, knowledge is power and proliferation of knowledge through E-learning is not a luxury but a necessity for current and future generations. In this context, distance learning has become an imperative. The need is constant while the nature of our society and economy drives the need for learning. The demand and use of alternatives to the typical classroom setting has been ongoing for more than 100 years from correspondence courses in paper form through video and computer access.
4. E- Learning Defined: E-learning is the process of extending learning or delivering instructional resource-sharing opportunities, to locations away from a classroom, building or site, to another classroom, building or site by using video, audio, computer, multimedia communications, or some combination of these with other traditional delivery methods.

The importance: 1-E-Learning means that you no longer need to spend long periods travelling to allocation to attend a course; you can now have access to learning when you want it. 2-more flexible and accessible. 3-Learning is a social activity, and e-learning means that powerful and enduring learning experiences can be achieved, not just through content, but through the use of online communities and networks. 4-E-Learning empowers learners to manage their own learning.

Why We Need To Apply E-learning In Basic Education: 1- The need to implement the objectives of basic education, which focuses on the use of technical means in the teaching of different Materials. 2- Meet the needs of development plans and the labor market. 3- Schools of basic education include computers and the Internet.

10. 1- Project Idea: use of modern technologies in the educational process, administrative ,so that will provide electronic class for each subject and , educational site on the Internet for each teacher.

12. 3- Elements of the project: To achieve the above objectives it is essential to provide the appropriate components of the project, which include: 1-Financing the project and can be several points such as: *Ministry of Education.*The private sector.*Parents. 2-Provide the infrastructure of devices and networks. 3-Provide the necessary programs.
13. 4-Difficulties facing the application of e-learning. 1-Lack of clarity in the concept of e-learning , ways and methods of some education officials.2-Requires the application of e-learning huge money in the first phase.3-Lack of awareness by some teachers of the importance of e-learning.
