Generate primary data through the biggest social network on the topic of cyber bullying or other agreed topics. Collaborate with DOC on adapting a primary data survey on use of ICT to focus on marginalized groups such as rural children/teens, or those living in institutions. Initiate planning, partnership building and organizing of nationwide education campaign on an agreed aspect of ICT use to optimize safety while balancing opportunities.

Blogging is highly popular – almost 7.5mln blogs. 5% of world blogs are Russian spoken. These days blogosphere a strong political as well as social role, Russian bloggers discuss serious national topics and address issues that are at times ignored by the government. There are cases of online community going offline to unite their effort in their political or social goals.

Try to make this document UNICEF branded THE source for information of children & youth digital safety. Already w/ Google Family Safety Center – worldwide initiative. Microsoft – content and instruments. Concept is to involve the audience. Create self-generated liquidation of cyber bullying, illegal content, etc.MARA are very specific but large audience and require special approach. This is to be done with partners like Friendly RuNet, NGOs and others in order to maximize effect from public campaign. If MoE is onboard – that open up unique opportunities.
